Nobel for deciphering the science of touch

 Why in news?

Julius and Patapoutian have been awarded the Nobel Prize in Physiology 2021 for their discoveries of receptors for temperature and touch.

What is their discovery about?

  • In the human body, only very specific proteins sense heat and relay this signal to the nervous system which then triggers an appropriate response.
  • Scientists knew that such sensors must exist, but were not able to identify them until Julius discovered the first heat receptor in capsaicin, the chemical compound in chilli peppers.
  • That first discovery led to identification of several other receptors that can sense coldness, pressure, etc.

What is the mechanism of the receptors?

  • When something hot or cold touches the body, the heat receptors enable the passage of some specific chemicals like calcium ions through the membrane of nerve cells.
  • The entry of the chemical inside the cell causes a small change in electrical voltage, which is picked up by the nervous system.
  • There is a whole spectrum of receptors that are sensitive to different ranges of temperature.
  • Things are similar for sensing coldness.
  • These receptors were sensitive not just to external touch, but could detect temperature or pressure changes inside the body as well.

Crime in India Report

 What is the issue?

The annual report, ‘Crime in India’ was released by NCRB to provide insights on the patterns of crimes that were registered in 2020.

What does the report say?

  • Crime rate - States/UTs such as Tamil Nadu (1808.8), Kerala (1568.4) and Delhi (1309.6) recorded the highest crime rate (crimes per one lakh people) overall.
  • Crime against women - There was an 8.3% decline and out of the total registered cases, 30.2% were of the category “cruelty by husband or his relatives”.

Plastic Waste Management (Second Amendment) Rules, 2021

 What is the issue?

The Union government notified the Plastic Waste Management (Second Amendment) Rules, 2021 allowing recycled plastic in food packaging.

What was the earlier case of recycled plastic?

  • The 2016 rule mentions that carry bags or products made of recycled plastic shall not be used for storing, carrying, dispensing or packaging ready to eat or drink foodstuff.
  • In 2018,the FSSAI banned the use of recycled plastic or newspaper for packaging of food items from July 1, 2019.

What is the new amendment about?

  • The new rules provide a moratorium of 10 years to big companies to keep polluting since more single-use plastic products will be added to the phase-out list only after a decade.
  • It has also allowed the use of recycled plastics for packing food products.

What are the concerns of using recycled plastic?

  • India recycles 60 per cent of its plastic waste and most of this is done by the informal workforce in the country.
  • Industrial packaging happens to be the highest user of plastic.
  • The unscientific methods used by the informal workforce to produce plastic pellets raise concerns, especially around the contamination and purity of the recycled plastic.
  • Plastic is used in a variety of sectors ranging from medicines, electronic equipment to chemical fertilizers and using such plastics in food contact applications is a concern.
  • No standards were prescribed for recycling of plastic making it difficult to understand the chemical conformity of the recycled plastic.
  • A growing body of research proves there is migration of chemicals (additives) from plastics to the food.

What are the global practices regarding the use of recycled plastics?

  • In the U.S., manufacturers are responsible for ensuring that the recycled product is of suitable purity.
  • The European Union has come up with a ‘plastic strategy’ in 2018 to transform the way plastic products are designed, produced, used and recycled in the EU.
  • Korea’s Ministry of Food and Drug Safety revised its legislation allowing only chemically recycled resins in parts that do not come into direct contact with food.
  • The Chinese agency is now conducting an industry survey and initiating a risk assessment method for recycled food contact materials.

U.P.’s New Population Policy

  • Uttar Pradesh Chief Minister launched the State’s population policy for 2021-2030.
  • Also, draft of the Uttar Pradesh Population (Control, Stabilisation and Welfare) Bill, 2021 was published earlier.

What are the key features of the policy?

  • The new policy aims to achieve the following targets:
  1. decrease the Total Fertility Rate from 2.7 to 2.1 by 2026 and 1.7 by 2030
  2. increase Modern Contraceptive Prevalence Rate from 31.7 to 45 by 2026 and to 52 by 2030
  3. increase male methods of contraception use from 10.8 to 15.1 by 2026 and to 16.4 by 2030
  4. decrease Maternal Mortality Rate from 197 to 150 to 98
  5. decrease Infant Mortality Rate from 43 to 32 to 22
  6. decrease Under 5 Infant Mortality Rate from 47 to 35 to 25
  • The state would attempt to maintain a balance of population among the various communities.
  • Awareness and extensive programmes would be held among communities, cadres and geographical areas that have a higher fertility rate.

1) Ban on cash transactions of over Rs 2 lakh not applicable for bank, post office withdrawals
•Ban on cash transaction in excess of Rs 2 lakh will not be applicable to withdrawals from banks and post office savings accounts, the Income-Tax department annouced.

•Through the Finance Act 2017, the government has banned cash transactions of over Rs 2 lakh and a penalty of an equal amount would be levied on the receiver. 

•In a clarification on the newly inserted Section 269ST in the I-T Act, the Central Board of Direct Taxes (CBDT) abort the restriction to withdrawal from banks and post offices. Restriction is also not applicable to any receipt by government, banking company, post office savings bank or co-operative bank respectively. 

2) PM to launch digital exhibition on Champaran Satyagraha
•Prime Minister Narendra Modi will launch a 'special digital exhibition' on the Champaran Satyagraha on 10th April 2017.

•It is a unique initiative to re-envision the theme of the movement undertaken by Mahatma Gandhi. The exhibition will be titled as 'Bapu Ko Karyanjali' and will be launched at the National Archive in New Delhi.

•The theme 'Bapu Ko Karyanjali' is a pointer to the spirit of a fresh resolve towards the goal of cleanliness that was so dear to Mahatma Gandhi. This effort will dovetail into the Swachh Bharat Abhiyaan, and generate greater awareness towards cleanliness, in the run-up to the 150th birth anniversary of Mahatma Gandhi in 2019.

3) India ranks 40th in WEF’s global travel & tourism ranking
•India has jumped 12 places to 40th rank globally in total 136 countries in Travel and Tourism Competitiveness report 2017 by World Economic Forum.

•India lagged behind its other Asian countries like Japan and China which were ranked at the 4th and 13th place, respectively. Spain is ranked at the top in the list.

•The traditional strong travel and tourism destinations, including Japan (4th), the United Kingdom (5th), the United States (6th), Australia (7th), Italy (8th), Canada (9th) and Switzerland (10th), have also made it to the top 10.

4) Malala to become youngest United Nations Messenger of Peace
•Malala Yousafzai, the youngest winner of the Nobel Peace Prize has become the youngest United Nations Messenger of Peace.

•The United Nations stated that the 19-year-old Pakistani education activist will be appointed by Secretary-General Antonio Guterres on April 10, 2017, and it will help to promote girl education around the world.

5) NBA launches first basketball school in India
•The National Basketball Association (NBA) announced the setting up of its first basketball school, a network of tuition-based basketball development programmes, in Mumbai.

•The school, as part of a multi-year agreement announced with India On Track (IOT), is open to male and female players between ages 6-18. 

•The school’s curriculum has been developed by the NBA’s Elite Basketball Development team in consultation with current and former NBA coaches, former NBA players, and player development experts. 

6) Boxer Shyam Kumar wins gold at Thailand International
•Indian boxer K Shyam Kumar won a gold medal in the 49- kilogram category at the Thailand International Tournament in Bangkok.

•He clinched the medal without even stepping inside the ring for his summit clash as Olympic champion Hasanboy Dusmatov of Uzbekistan was unable to play the match due to his injury.

1) World Health Day: 7 April
•World Health Day is celebrated on 7th of April every year to mark the anniversary of the founding of the World Health Organization.

•The theme of 2017 World Health Day is 'Depression: Let's Talk'. More than 300 million people are now living with depression, an increase of more than 18% between 2005 and 2015.

•WHO is leading a one-year global campaign on depression which is the leading cause of ill-health and disability worldwide. The goal of the campaign is that more people with depression, everywhere in the world, both seek and get help. 

2) Venkaiah Naidu to inaugurate 3-day National Children’s Film Festival
•Union Minister for Information and Broadcasting and Urban Development M Venkaiah Naidu will inaugurate a three-day National Children’s Film Festival in Vishakhapatnam, Andhra Pradesh.

•It is the largest film festival for children in the country giving the audience quality and wholesome entertainment. The aim of the film festival is to expose children to quality cinema and to introduce novel elements beyond films.

3) India & Israel sign defense deals worth over 2 billion dollars
•India and Israel signed a mega defense deals worth over 2 billion dollars for advanced surface-to-air missile (SAM) systems, to further tighten the bilateral strategic partnership ahead of Prime Minister Narendra Modi's visit to Israel in July.

•The SAM systems are designed to destroy hostile aircraft, missiles and drones at a range of 70-km. The major deal was for the joint project between the Defence Research and Development Organization (DRDO) and Israel Aerospace Industries (IAI) for the Barak-8 medium-range SAM systems for the Indian Army.

•These Barak-8 systems, with their MF-STARs (multi-function surveillance and threat alert radars) as well as weapon control systems with data links, can detect and track hostile aerial threats at a range of 100-km and destroy them at 70-km.

4) India, UK to set up 240 mn pound fund for green energy
•India and the UK decided to set up a 240 million pound fund to finance clean energy projects, as per the statement of Finance Minister Arun Jaitley.

•The Green Growth Equity Fund will be a sub-fund of NIIF. India had in 2015 set up the Rs 40,000 crore National Infrastructure and Investment Fund (NIIF) to finance greenfield as well as brownfield projects. The fund will focus initial investments in India’s rapidly growing energy and renewables market.

5) 64th National Film Awards

•The 64th National Film Awards were announced in which the Directorate of Film Festivals presents its annual National Film Awards to honor the best films of 2016 in the Indian cinema.

•The awards ceremony will be held on 3 May 2017 in India. Here is the list of Winners of all categories.

6) P V Sindhu reaches career-best World No.2 ranking
•Rio Olympics silver medallist P V Sindhu jumped three places to achieve a career-best world number two ranking in the latest Badminton World Federation (BWF) rankings.

•The 21-year-old shuttler from Hyderabad became only the second Indian woman after Saina Nehwal to break into the top-five of the world rankings by earning 75759 points. Sindhu had recently bagged the India Open title after defeating Carolina Marin. The women's singles chart is led by Tai Tzu Ying of Chinese Taipei with 87911 points.
