1) World Unani Day celebrated globally on 11th February
•The World Unani Day is celebrated globally on 11th February every year. The World Unani Day is celebrated globally to spread awareness about health care delivery with the help of Unani system of medicine through its preventive and curative philosophy.

•The World Unani Day also marks the birth anniversary of great Unani scholar Hakim Ajmal Khan. Hakim Ajmal Khan who was one of the founders of the Jamia Millia Islamia in New Delhi, was an eminent Indian Unani physician. He was a versatile genius, a great scholar, a social reformer, a noted freedom fighter, a Unani medical educationist and founder of scientific research in Unani System of Medicine.

2) Medical devices to come under CDSCO’s purview from 1st April
•The Government of India has decided to consider all medical devices including implants and contraceptives as “Drugs”. The notification regarding the re-categorization was issued by the Ministry of Health and Family Welfare. With the implementation, all the medical devices will come under the purview of the Central Drugs and Standard Control Organization (CDSCO). The re-categorization will be implemented from 1st April 2020 in the phase manner. The re-categorization will enable the drugs regulator “CDSCO” to tighten the regulation to improve the safety and quality.

•The medical devices that will be re-categorized as per the notification issued by the Ministry of Health and Family Welfare, includes the devices that are used for life support, diagnosis, treatment or alleviation of any disease or disability. It also includes the devices that are used to disinfect other medical devices. This notification will effectively cover all medical devices that are sold in the market.

•Ministry of Health and Family Welfare will also release another notification stating a transition period for various categories of medical devices.

Present rules for the classification of medical devices in India:

In India, the medical devices are classified under four categories:

•Class A

•Class B

•Class C

•Class D

Examples of medical devices as per their category:

•Class A and B medical devices are low-risk ones like surgical dressing, alcohol swabs, thermometers, blood pressure monitoring devices.

•Class C and D are high-risk devices like implants, hemodialysis catheters, angiographic guide wire and heart valve.




According to the present medical rules, CDSCO issues licenses to the private notified bodies for the inspection of low risk-devices. But, in case of high risk devices, CDSCO is responsible for the issuing of licenses as well as for the inspection of the high risk devices.

3) Ground Water Act-2020 approved by UP Government
•The Uttar Pradesh government has given its approval to the Ground Water Act-2020. The Ground Water Act-2020 has been approved with an objective of improving the falling groundwater level in the state. In order to achieve this aim, the state cabinet chaired by the Uttar Pradesh Chief Minister Yogi Adityanath approved the Ground Water Act-2020.

4) Delhi Election Results 2020 Updates: AAP gets 62 seats, BJP 8
•In Delhi Assembly Election, Arvind Kejriwal’s Aam Aadmi Party scored a landslide victory. This is the second time in a row as Aam Aadmi Party swept aside both BJP, which was again restricted to a single digit and Congress which could not win a single seat. In the 2015 Assembly Election, the Aam Aadmi Party (AAP) had won 67 seats out of 70. BJP has won eight seats, five more than the 2015 assembly election. However, the party managed to increase its vote share by over 6% from the last elections. 0.5% (approx) voters pressed the NOTA (None of the Above) button.

•Aam Aadmi Party’s Sanjeev Jha records the biggest victory margin of over 88,000 votes from Burari Assembly/Vidhan Sabha seat. Delhi CM Arvind Kejriwal won the elections from New Delhi while Deputy Chief Minister Manish Sisodia from Patparganj Assembly/Vidhan Sabha seat.

•Mr. Kejriwal thank the people of Delhi for reposing their faith in Aam Aadmi Party for the third time. Delhi Chief Minister Arvind Kejriwal said that “This is the victory of the people who consider me as their son and voted for us”. He said, “This is the beginning of a new kind of politics”.

5) WHO officially names Coronavirus disease as “Covid-19”
•The World Health Organization (WHO) has officially named the disease caused by the new coronavirus as “Covid-2019“. The new name “Covid-2019” has been taken from the words “corona”, “virus” and “disease”, with 2019 representing the year in which it emerged. The word coronavirus refers to the group of viruses it belongs to. The naming of the disease was done as the researchers were calling for an official name of the disease to avoid confusion and stigmatisation of any group or country.

•The virus was also designated as SARS-CoV-2 by the International Committee on Taxonomy of Viruses.

6) ICC penalizes 3 Bangladesh and 2 India U-19 cricketers
•The International Cricket Council has penalized three Bangladesh as well as two Indian U-19 cricketers. The players have been sanctioned by ICC for violating the Code of Conduct for players. ICC found them guilty of the Level 3 breach during the U-19 World Cup finals between India and Bangladesh, held in South Africa. ICC found them guilty as they were involved in an exchange of words with some pushing and shoving on the field after the final match.

Who got penalized?

•The list of punished players includes Towhid Hridoy, Shamim Hossain and Rakibul Hasan of Bangladesh, and Akash Singh and Ravi Bishnoi of India. The Bangladesh cricketers were handed six demerit points as per the ICC code of conduct. While Indian players were penalized with five demerit points for the post-match incidents.

•Ravi Bishnoi was further handed over two additional demerit points for using ‘language, actions or gestures which disparage or which could provoke an aggressive reaction’ from the batsman.

•The suspension points imposed by the International Cricket Council will be applied to the upcoming international matches that the players are most likely to participate and the demerit points will remain on records for two years.

•Bangladesh chased down a revised target of 170 to defeat India in the U-19 World Cup finals and claimed their maiden global trophy with a three-wicket victory in Potchefstroom, South Africa.

7) FIH names Lalremsiami as 2019 FIH Women’s Rising Star of Year
•The International Hockey Federation has named Indian striker Lalremsiami as 2019 FIH Women’s Rising Star of Year. Indian forward player Lalremsiami was awarded after beating Argentina’s Julieta Jankunas and Frederique Matla of the Netherlands in the contest in which she recieved 40 per cent of all the votes cast.

•Lalremsiami’s game was recognized first time in the wider hockey consciousness during the Hockey Women’s World Cup held in 2018 where she was one of the stand-out players of the tournament. She made her debut in 2017 in a test series against Belarus. She has been the top goalscorer twice in her career, first in a test series against Korea in 2017 and then against the Spain in 2019. She belongs to Mizoram.

📰 States given Rs. 81,043 cr. as GST compensation for April-Sept.: Thakur





Cess collection up since October

•The Centre has released Rs. 81,043 crore as GST compensation to States for April-September 2019, Minister of State for Finance Anurag Singh Thakur said on Tuesday.

•In a written reply to a question in the Rajya Sabha, he said GST compensation cess collection had shown an upward trend since October 2019.

•GST compensation cess of Rs. 7,607 crore was collected in October, Rs. 7,727 crore in November, Rs. 8,331 crore in December and Rs. 8,637 crore in January.

•For 2019-20, the amount targeted to be collected from cess in GST was Rs. 1.09 lakh crore. Of this, Rs. 70,534 crore has been collected between April-December 2019.

•The amount of GST compensation released to States for April-September 2019 stood at Rs. 81,043 crore, Mr. Thakur said.

•For 2018-19 fiscal, the net collection of GST compensation cess stood at Rs. 95,081 crore as against the target of Rs. 90,000 crore. For full fiscal, the government had released Rs. 81,141 crore to states as compensation.

•For 2017-18, the net collection from cess stood at Rs. 62,612 crore, as against the target of Rs. 61,331 crore. The compensation amount released to states was Rs. 48,785 crore.

•Under GST law, States were guaranteed to be paid for any loss of revenue in the first five years of GST implementation, which came into force on July 1, 2017.

•The shortfall is calculated assuming a 14% annual growth in GST collections by States over the base year of 2015-16.

•“For providing such compensation to States, compensation cess is being levied on certain luxury and demerit goods as per provisions in Section 8 of the GST (Compensation to States) Act, 2017, and compensation cess is being credited into a non-lapsable Fund known as Goods and Services Tax Compensation Fund which forms part of the Public Account of India,” Mr. Thakur said.

Fraudulent claims

•As many as 634 cases of fraudulent GST refund claim by exporters amounting Rs. 1,912 crore had been detected by the central tax authorities between July 2017 and January 2020, Parliament was informed on Tuesday.

•In a written reply to a question in the Rajya Sabha, Mr. Thakur said of this, Rs. 238.97 crore had been recovered by the Central GST authorities from the entities which claimed the fraudulent refunds.

•A total of 35 persons had been arrested by the CGST authorities, he added.

•“The government has taken measures to use data analytics to identify risky taxpayers and verify them before sanction of refunds,” Mr. Thakur added.

1) International Day of Women and Girls in Science observed globally on 11 February
•International Day of Women and Girls in Science is observed globally on 11 February. International Day of Women and Girls in Science to recognize the critical role of women and girls play in science and technology. In December 2015, the United Nations adopted a resolution to celebrate February 11 as the International Day of Women and Girls in Science.

•In 2016 is the first time it was celebrated. The idea behind this day is to ensure equal participation and involvement of women and girls in the fields of Science, Technology, Engineering and Mathematics (STEM).

2) India’s 1st glass floor suspension bridge to be built in Rishikesh
•The Uttarakhand Government has approved the design of a glass floor suspension bridge, the first of its kind in the country to have a floor made of toughened transparent glass. This bridge will be built across the River Ganga in Rishikesh. The bridge is as an alternative to the iconic Lakshman Jhula, almost 94 years old, which was closed in 2019 due to safety reasons. The bridge design has been prepared by the Public Works Department (PWD).

3) Coal Ministry launches Web Portal for Star Rating of Mines in India
Ministry of Coal (MoC) has launched a web portal for star rating of coal mines to promote the green, safe and sustainable mining practices with the help of technology. The web portal for star rating of coal mines enables all operational coal mines across India for self-rating, their subsequent validation by Coal Controller’s Organization (CCO), further evaluation and finally award of star rating.

The mines scoring the highest score in the country will be awarded in a public ceremony on the basis of the star ratings obtained on this web portal.

Coal Controller’s Organization will also issue an official certificate to all the mines mentioning their star rating. The Star Rating Policy for Coal Mines in India are:

•The mines that score from 91 to 100% will get 5 star
•The mines that score from 81 to 90% will get 4 star
•The mines that score from 71 to 80% will get 3 star
•The mines that score from 61 to 70% will get 2 star
•The mines that score from 41 to 60% will get 1 star
•The mines that score from 0 to 40% will get no star

The Star Rating Policy for Coal Mines in India is formulated by the Ministry of Coal. This policy assess the Mines on 50 evaluation parameters (in case of Opencast Mines) and 47 evaluation parameters (in case of Underground Mines) under 7 modules namely:

•Environment related parameters
•Economic performance
•Worker related Compliance
•Mining Operations Related Parameters
•Safety and security related parameters
•Rehabilitation & Resettlement related parameters
•Adoption of Technologies: Best Mining Practices

4) Tripura organises its 1st-ever “Hornbill Festival”




•The 1st-ever Hornbill festival of Tripura was celebrated in Agartala. The aim to conserve the striking forest bird “Hornbill” and to boost the livelihood of the people through tourism. Chief Minister (CM) Biplab Kumar Dev inaugurated the festival at Baramura hill (in western Tripura).

•The “Hornbill” festival, named after the Indian Hornbill, the large and colourful forest bird which is displayed in the folklore of most of the tribals in northeast India, usually takes place in the first week of December every year since 2000 at Naga Heritage village Kisama, about 12 km from Nagaland capital Kohima.

5) India and UK to hold joint military drill ‘Ajeya Warrior’
•India and the United Kingdom will conduct their 5th edition of joint military exercise ‘Ajeya Warrior-2020’ at Salisbury Plains, the United Kingdom from February 13-26. The exercise is being held from 2005.

•The exercise will comprise of 120 soldiers each from Indian and United Kingdom Army who would be sharing their experiences gained during conduct of various counter-insurgency and counter-terrorist operations in the past. e. The participants have also been trained in combat shooting, rock craft training, Jungle survival and martial arts for unarmed combat.

6) Kerala to host global meet on climate change, ocean health
•ClimFishCon 2020, an international conference on the impact of climate change on ‘hydrological cycle, ecosystem, fisheries and food security’ will begin in Kerala on 12 February.

•More than 300 delegates from 12 countries including scientists, researchers, administrators, policymakers, academicians, and entrepreneurs will participate in the event. Fishers, aqua farmers, students and other stakeholders will also attend. The conference is organised jointly by the CUSAT School of Industrial Fisheries and the Department of Fisheries, Kerala.

7) Mumbai hosts National Conference on E-Governance
•National Conference on e-Governance 2020 was held in Mumbai, Maharashtra. The Mumbai Declaration was adopted on the concluding day of the National Conference on e-Governance. The theme of the conference is: India 2020: Digital Transformation. The National e-Governance Awards 2020 were also presented during the conference.

•The National Conference on E-Governance was organised jointly by the Department of Administrative Reforms and Public Grievances, Ministry of Electronics and Information Technology, Government of India and Department of Information Technology, Government of Maharashtra.

•In the National Conference on e-Governance 2020, use of digital technologies in transforming the governance was discussed along the issues, opportunities and challenges faced during this transformation process. During the conference, Union Minister Dr Jitendra Singh stated that the e-Governance is very essential to achieve good governance.

8) ‘Engiexpo 2020’ to be held in Vadodara, Gujarat
•The 6th edition of the mega industrial exhibition ‘Engiexpo 2020’ is being organised in Vadodara, Gujarat from February 15 to 17, 2020. The three-day mega exhibition will be organised by the Federation of Small Scale Industries (FSSI), to promote ‘Made in India’ products. Over 10,000 industrial products will be showcased in more than 300 stalls. Several companies from Uzbekistan are also participating in the exhibition.

9) Pullela Gopichand honoured with lifetime achievement award by IOC
•The Chief National coach for the Indian Badminton team Pullela Gopichand honour with Coaches lifetime achievement award by International Olympic Committee’s (IOC). He is the 1st Indian coach to be Honoured with this Lifetime award by the Olympics Committee.

•Gopichand is a former Indian Badminton player, he founded the Gopichand Badminton Academy in 2008 where he trained, players like Saina Nehwal (Bronze medalist in 2012 summer Olympics), P.V. Sindhu, Parupalli Kashyap, Srikanth Kidambi and etc. Gopichand had received Government of India’s Arjuna award (1999), Rajiv Gandhi Khel Ratna (2001), Padma Shri (2005), Dronacharya award (2009) and Padma Bhushan (2014).

10) Vice President releases the book ‘A Child of Destiny’
•The Vice President of India Muppavarapu Venkaiah Naidu released a book titled ‘A Child of Destiny’ an autobiography penned by Prof. K. Ramakrishna Rao. K. Ramakrishna Rao was an Eminent Scholar, Author, Researcher, Scientist and Gandhian, He was born in the coastal region in Vishakapatnam, Andhra Pradesh. The Government of India awarded him “The Civilian Honour of Padma Shri in 2011”.

📰 ‘Review court can refer questions to larger Bench’

Nine-judge SC Bench frames 7 questions on religious rights

•A nine-judge Constitution Bench of the Supreme Court on Monday upheld the decision of the five-judge Sabarimala Review Bench to refer to a larger Bench questions on the ambit and scope of religious freedom practised by multiple faiths across the country.

•The nine-judge Bench, led by Chief Justice of India (CJI) S.A. Bobde, said a Bench engaged in the review of a particular judgment could indeed refer other questions of law to a larger Bench. Arguments on merits would be heard from February 17.

•The Bench also framed seven questions of law which it would decide now. These are: what is the scope and ambit of religious freedom under Article 25 of the Constitution? What is the interplay between religious freedom and rights of religious denominations under Article 26 of the Constitution? Whether religious denominations are subject to fundamental rights? What is the definition of ‘morality’ used in Articles 25 and 26? What is the ambit and scope of judicial review of Article 25? What is the meaning of the phrase “sections of Hindus” under Article 25 (2)(b)? Whether a person not belonging to a religious group can question the practices, beliefs of that group in a PIL petition?

•On the last day of hearing, Chief Justice Bobde had defended the November 14, 2019, reference made by the Review Bench, led by then CJI Ranjan Gogoi. “By making this reference order [on November 14], the Bench [led by Justice Gogoi] has not prejudicially affected anybody’s rights. It may be the most innovative idea, but it has not affected any rights,” he had said orally.

Wider issues

•On November 14 last year, the Gogoi Bench, in a majority judgment, did not decide the Sabarimala review cases before it. Instead, it went on to frame “larger issues” concerning essential religious practices of various religions. It further clubbed other pending cases on subjects as varied as female genital mutilation among the Dawoodi Bohras to entry of Parsi women who married inter-faith into the fire temple and Muslim women into mosques and referred them all to a larger Bench.

•The reference order also asked the larger Bench to consider the rule pertaining to the prohibition of entry to women of menstruating age into the Sabarimala temple. Chief Justice Bobde, who succeeded Justice Gogoi, set up the nine-judge Bench to hear the reference.

•The November 2019 reference hit a bump on Monday last, with senior advocate Fali Nariman objecting to it. He argued that the court could not declare law in thin air.

•“Fundamental [to judicial process] is you apply law to the facts of cases and not decide the law before looking into the facts... Never indulge in the exposition of law outside the realm of the facts of the case,” he said.
