UPSC Civil Services 2019: EWS Quota Cut-off Marks Lower Than The OBC Category

EWS quota introduced for the first time in UPSC Civil Services 2019 exam is facing mixed reactions from aspirants after the final cutoff list released where the EWS category cutoff is lower than the OBC, SC, and ST at different stages. 
The EWS (Economically Weaker Section) quota was introduced in the UPSC Civil Services Exams for the first time in the year 2019. As per the provision,10 percent EWS quota is reserved for upper-caste poor in the CSE. This is in addition to the already-existing reservation granted to SCs (15 percent), STs (7.5 percent), and OBCs (27 percent).

EWS category Cutoff much lower than the OBC, SC, and ST

With UPSC releasing the final results of the Civil Services 2019 exam, controversy regarding the Cut-off marks of the EWS category has emerged. As per the official Cutoff list released the UPSC, the minimum qualifying marks for EWS category are much lower than the OBC, SC and ST categories at various stages of the examination. 
In the Prelims exam 2019, the minimum passing cut-off for the EWS category was 90 marks while for OBC, SC and ST were 95.34, 82, and 77.34 respectively. While in the Mains exam, a candidate of the EWS category had to score a minimum of 696 marks while for OBC, SC, and ST the minimum qualifying marks were 718, 706, 699 respectively. 

“Nothing wrong in cut-offs” defends UPSC

As per the senior UPSC officials, the controversy was unfounded since every reserved category is bound to have its own cut-off list, which depends on the number of candidates who come forward to avail the quota in that category and their performance. If fewer people are coming forward to avail of the EWS quota, then obviously its cut-off will be lower in comparison to the SC/ST/OBC quota.
It is to be noted that the 10 percent EWS quota is separate from the SC/ST/OBC quota. 

SC Judgement on EWS Quota 

The Supreme Court on August 5 referred petitions challenging 10% reservation in government jobs and educational institutions for poor citizens (EWS) to a five-judge Constitution Bench. Last year, the Modi government had announced the EWS quota for the upper-caste poor in government jobs and educational institutes, fulfilling a longstanding demand of the financially-disadvantaged sections of the general category.

📰 ‘Digital Health Mission will liberate citizens’

A central repository of records: Ministry

•The National Digital Health Mission (NDHM) aims at “liberating” citizens from the challenges of finding the right doctors, seeking appointment, paying consultation fee and making several rounds of hospitals for prescription sheets, the Health Ministry said in a statement.

•On Saturday, as part of his Independence Day address, Prime Minister Narendra Modi unveiled the NDHM. “Every Indian will get a Health ID card. Every time you visit a doctor or a pharmacy, everything will be logged in this card. From the doctor’s appointment to the medication, everything will be available in your health profile,” he said.

•The National Health Authority (NHA), the attached office of the Ministry of Health & Family Welfare which runs the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, would “design, build, roll-out and implement the NDHM,” the Health Ministry said.

•The scheme would first be tested in the Union Territories of Chandigarh, Ladakh, Dadra and Nagar Haveli and Daman and Diu, Puducherry, Andaman & Nicobar Islands and Lakshadweep. Union Health Minister Dr. Harsh Vardhan said, “Based on the initial learnings, we will gradually work in partnership with the States to launch the NDHM. I seek the whole-hearted support, inputs and cooperation of doctors, healthcare facilities, citizens and State governments to adopt this game-changing scheme.”

Voluntary programme

•The NDHM would be a voluntary programme to reduce the gap among stakeholders, such as doctors, hospitals and other healthcare providers, by connecting them in an integrated digital health infrastructure.

•Dr. Indu Bhushan, chief executive officer, NHA, said: “The core building blocks of NDHM such as Health ID, Digi-Doctor and Health Facility Registry shall be owned, operated and maintained by the Government of India. Private stakeholders will have an equal opportunity to integrate with these building blocks and create their own products. However, core activities and verifications, for example, generation of Health ID or approval of a doctor/facility shall remain with the government.”

📰 India hails UAE-Israel pact, reiterates Palestine cause

New Delhi will continue to push for a two-state solution

•India on Friday welcomed the normalisation of ties between Israel and the United Arab Emirates (UAE), calling them both “key strategic partners”.

•External Affairs Minister S. Jaishankar received a call from UAE Foreign Minister Sheikh Abdullah Bin Zayed Al Nahyan to explain the decision to establish full ties with Israel, becoming the first Gulf country, and the third Arab country, after Egypt and Jordan, to do so.

•The trilateral agreement called the “Abraham Accords”, signed along with the U.S. on Thursday, also commits Israel to suspend its plans for annexation of Palestine majority areas.

•“India has consistently supported peace, stability and development in West Asia, which is its extended neighbourhood. In that context, we welcome the full normalisation of ties between UAE and Israel,” said MEA spokesperson Anurag Srivastava, briefing journalists on Friday.

•Mr. Jaishankar tweeted that he “deeply appreciated” the call from the UAE Minister, and said they “discussed the full normalisation of relations between UAE and Israel.”

•While the announcement of the agreement has been welcomed by India, it will also mean continuing to walk a balance on West Asian politics. According to experts, the normalisation of ties between Israel and the UAE could be followed by similar actions by other Gulf countries, including the Kingdom of Saudi Arabia, and strong reactions from other countries in a region India has deep stakes in terms of energy supplies and expatriate populations. New Delhi will also need to watch ties with Iran, which has slammed the agreement and will see Arab-Israeli tie-ups as a direct threat to its security.

Call for talks

•Officials said New Delhi would also continue to push for a two-state solution as part of a negotiated settlement between Israel and Palestine. Reaffirming its “traditional support” for the Palestinian cause, the MEA on Friday called for the early resumption of talks for a “two state” solution.

•Palestinian leader Mahmoud Abbas has rejected the agreement, calling it “betrayal”.

•Former Ambassador to Israel and the U.S., Navtej Sarna, said the agreement was a “good development” for India, given its strong ties with both countries.
