A year and a half after Shah Faesal resigned from the IAS in protest against the unabated killings in Kashmir, he stepped down as president of the party he founded (JKPM). However, his resignation had not been accepted by the government because of some pending investigation related to his posts on social media. As his resignation was never accepted, the door is still open for him to rejoin the IAS only if he withdraws his resignation first.
Rules for the resignation of an IAS officer:
★ DoPT Guidelines
According to the DoPT (Department of Personnel & Training), resignation is an intimation in writing by the officer of his/her intention to leave the service and resignation has to be clear and unconditional.
★ Rules 5(1) and 5(1)(a)
Of the All India Services (Death-cum-retirement benefits) Rules, 1958, governs resignation from service of the three All India Services (IAS, IPS, IFoS) and the other central services as well.
★ Resignation is submitted to:
The Chief Secretary of the state, if an officer serving in cadre (state).
The Secretary of the concerned Ministry or Department, if an officer is on central deputation.
The Ministry/Department then sends the officer’s resignation to the concerned state cadre, with its comments/recommendations.
★ The procedure followed after Resignation is Submitted
Before forwarding the resignation to the central government, the concerned state is supposed to send information on two issues (if there are any dues outstanding against the officer, and the vigilance status of the officer), along with its recommendation.
The resignation of the officer is considered by the competent authority, only after the recommendation of the concerned cadre has been received.
★ Competent Authorities
Minister of State at the Department of Personnel & Training in respect of IAS, Minister of Home Affairs in respect of IPS, and Minister for Environment, Forest and Climate Change in respect of the Forest Service.
★ Circumstances for Accepting a Resignation
As per the guidelines, the resignation of a member from service is accepted, except in the following circumstances:
If the officer is under suspension: The competent authority should examine with reference to the merit of the disciplinary case pending against the member of service.
In the public interest: Whether it would be in the public interest to accept the resignation.
Note: It is also seen whether the officer had executed any bond for serving the government on account of being given specialized training, a fellowship, or scholarship for studies.
★ Withdrawal of Resignation
Rule 5(1A)(i) says the central government may permit an officer to withdraw his/her resignation “in the public interest”.
The rule was amended in 2013 to allow a resignation to be withdrawn within 90 days of its acceptance.
However, a request for withdrawal of resignation shall not be accepted by the Central Government - if the officer resigns with a view to being associated with any political parties or any organization which takes part in politics.
Withdrawal of resignation before acceptance: If an officer who has submitted his/her resignation sends an intimation in writing to withdraw it before its acceptance by the competent authority, the resignation will be deemed to have been automatically withdrawn.
1) “Ek Sankalp-Bujurgo ke naam” campaign in Madhya Pradesh
•The Chhatarpur Police of Madhya Pradesh has been running a campaign “Ek Sankalp-Bujurgo ke naam” in the midst of corona infection in the state. “Ek Sankalp-Bujurgo ke naam” i.e. ‘a commitment for elders’ is proving to be a boon for the elderly and helpless people living alone in homes during the global pandemic COVID-19. •Under this campaign, the police personnels are taking care of the elderly people from the food to their health. This campaign is in line of the motto of Madhya Pradesh Police i.e. “Desh Bhakti-Jansewa”.
2) Indian Coast Guard launches Interceptor Boat ‘ICGS C-454’
•Indian Coast Guard (ICG) has launched an Interceptor Boat ‘ICGS C-454’ in Surat, Gujarat. The Interceptor Boat ‘ICGS C-454’ has been built by Larsen and Toubro and it has a maximum speed of 45 nautical miles or 83 kilometers per hour. •The newly launched Interceptor Boat ‘ICGS C-454’ is a 27-meter-long boat with average draft of 1.4 meter and empowered with excellent seakeeping, maneuverability and endurance range of 500 nautical miles.
3) Uttar Pradesh partners Israel to resolve Bundelkhand Water Crisis
•Uttar Pradesh government has signed a ‘plan of cooperation’ with Israel government to resolve water crisis in Bundelkhand region. The partnership between the two governments seeks to address water crisis in drought hit regions of Bundelkhand. It will support regional farmers with latest farming technologies such as drip irrigation, meant for water deficient regions like Bundelkhand. •The project will address the water scarcity in Bundelkhand and its adjoining regions, and will become a role model for ground water management, irrigation and potable water management for the rest of the country. According to the signed ‘plan of cooperation’, both governments will cooperate in the field of water utility on the Indo-Israel Bundelkhand water project. There are three components in the India–Israel Bundelkhand Water Project i.e. water conservation, water efficient transportation and advanced water practices for agriculture.
4) Rajiv Kumar appointed as new Election Commissioner
•The Government of India has appointed Rajiv Kumar as the new Election Commissioner of India. He will be appointed as the election commissioner “with effect from the date he assumes the office. He will succeed Ashok Lavasa who has submitted his resignation to the Indian President.
•Rajiv Kumar is a 1984-batch IAS officer from Jharkhand cadre. He was designated as finance secretary in July 2019 and during his tenure he played a major role in merging 10 public sector banks into four. He has also served as establishment officer (EO) in the personnel ministry.
5) IIM Kozhikode signs MoU with Switzerland-based HELP Logistics
•A Memorandum of Understanding (MoU) has been signed by the Indian Institute of Management Kozhikode (IIM-K) with the Switzerland-based HELP Logistics. The partnership between the two entities seeks to produce humanitarian logistics in India and the region by offering consulting services as well as logistics training for the humanitarian community such as United Nations bodies, government institutions and non-governmental organisations. •The partnership will also work towards improving regional knowledge on humanitarian logistics matters as the two entities will together carry out activities that integrate efforts to shape supply chains that benefit humanity during a humanitarian crisis.
6) CCI approves proposed acquisition of C&S Electric by Siemens
•The proposed acquisition of C&S Electric Limited by Siemens Limited has received the approval of the Competition Commission of India (CCI). The proposed combination envisions acquisition of 100% of the share capital of C&S Electric Limited (C&S) by Siemens Limited (Siemens India). •Siemens India supplies smart mobility solutions for rail as well as road transport, including infrastructure solutions for Smart Cities. It focuses on the areas of power generation and distribution along with intelligent infrastructure for buildings and distributed energy systems. While, C&S Electric Limited is engaged in the manufacturing of a range of electrical switchgear, power protection and electrical distribution products. It is also indulged in electrical contracting business which performs turn key solutions for industrial and commercial electrification, substations and power plants.
7) Ronnie O’Sullivan wins World Snooker Championship 2020
•Ronnie O’Sullivan defeated Kyren Wilson with a score of 18-8 to win the World Snooker Championship 2020. He has claimed his sixth World Championship title at Sheffield’s Crucible Theatre.
•Witch his victory, Ronnie O’Sullivan has also become the oldest winner of World Snooker Championship since Reardon, who was 45 in 1978. He has also advanced to the second spot in the world rankings behind last year’s champion Judd Trump.

High inflation unlikely to decline materially: SBI economists
•The Reserve Bank is at the end of its rate-cut cycle as inflation is unlikely to decline materially from the current level, and the onus of economic recovery has now shifted to the government, economists at SBI said.
•The comments come a day after the release of the minutes of the latest meeting of the RBI’s Monetary Policy Committee, where high inflation was cited as the prime reason for the unanimous decision to hold rates. The Reserve Bank of India (RBI) had cut rates by 1.15% in two moves since the onset of the pandemic in March this year in order to push economic growth, but surprised many by holding rates at the August review as inflation overshot its target.
•“Fiscal policy should play a decisive role, if we have to nurture any hopes of a fast-paced recovery,” economists at the SBI said.
•“We now believe that we are at the end of the rate-cut cycle and expectations of large rate cuts must be anchored as inflation is unlikely to decline materially from current level,” the SBI economists said, hinting at best there can be a 0.25% more of rate cuts in the offing.
•If RBI continues with unconventional policy measures, it would help the financial markets because it has been significantly able to reduce the long and variable lags of monetary policy through successes like fastest rate transmission and restoring financial stability, it said.
•With no rate cuts on the table, the other monetary policy alternative could be to reduce the width of the asymmetric policy corridor or increase in reverse repo rate when the pandemic subsides, they opined.
•The economists said they feel inflation — which came at 6.9% for July — could be sticky because their estimates show the large procurement by the government may have resulted in 0.35-0.40% upward impact.
•The supply chain disruptions are showing no signs of abating and have played a spoilsport across several states, they added.
•The economists also endorsed the Monetary Policy Committee’s call for a change in computing inflation to a practice adopted by developed markets.
•“We plead with the National Statistical Office (NSO) to fix the broken CPI methodology that is playing havoc with policy decisions.
•“The minutes of the MPC meeting make a forceful case for shifting to a chain-based price index for measuring price level, as is the practice in most developed countries given the change in consumer preferences,” they said.
