📰 Parliament proceedings | Roads to be freed of toll booths in a year: Nitin Gadkari

GPS-based system being put in place, Road Transport and Highways informs Lok Sabha.

•India will implement a GPS-based toll collection system and do away with all toll booths within a year, Union Minister for Road Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday.

•He also shared details of the vehicle scrapping policy, first announced in the Union Budget for 2021-22, according to which the automobile industry in India will see a jump in turnover to ₹10 lakh crore from ₹4.5 lakh crore.

•Separately, the Minister also expressed concern over the number of accidents and asserted that road accidents had taken away more lives in 2020 compared with the COVID-19 pandemic.

•“I want to assure the House that within one year, all physical toll booths in the country will be removed. It means that toll collection will happen via GPS. The money will be collected based on GPS imaging [of vehicles],” Mr. Gadkari told the the Lok Sabha during Question Hour, responding to a question by Bahujan Samaj Party MP Danish Ali.

•He said 93% of vehicles pay toll using FASTag — a system that facilitates electronic payment of fee at toll plazas seamlessly — but the remaining 7% had still not adopted it despite paying double the toll. Since February 16, vehicles without FASTag are required to pay double toll fee at electronic toll plazas.

•The Minister said he had asked for a police inquiry into vehicles that don’t pay toll using FASTags and claimed that there were cases of toll theft and GST evasion if FASTags were not fitted in vehicles. He said that while new vehicles have FasTags fitted in them, the government would give free FASTags for older vehicles.

Scrapping policy

•The Minister also made a statement in the Lok Sabha on the government’s new scrapping policy which, he claimed, would reduce pollution, improve fuel efficiency, and increase government’s revenue collection from the sale of new vehicles.

•The new policy provides for fitness tests after the completion of 20 years in the case of privately owned vehicles and 15 years in the case of commercial vehicles. Any vehicle that fails the fitness test or does not manage renewal of its registration certificate may be declared as an End of Life Vehicle.

•All government vehicles and those owned by PSUs will be de-registered after 15 years.

•The government will implement the policy in a phased manner, Mr. Gadkari said. The policy will kick-in for government vehicles from April 1, 2022. Mandatory fitness testing for heavy commercial vehicles will start from April 1, 2023, and for all other categories of vehicles, including personal vehicles, it will start in phases from June 1, 2024 .

•In order to encourage vehicle owners to take their old vehicles to scrapping centres, the government has announced several incentives, including advisories to States to give up to 25% rebate in road tax for personal vehicles and up to 15% rebate for commercial vehicles. The government will also offer waiver of registration fees on the purchase of new vehicles.

•The Minister said the Union government would issue an advisory to auto makers to offer the incentive of a 5% rebate for those who buy a new vehicle after producing a scrapping certificate.

•The Ministry has proposed that commercial vehicles be de-registered after 15 years in case of failure to get the fitness certificate, and a private vehicle will be de-registered after 20 years if its fails fitness certification.

•There are 51 lakh light motor vehicles older than 20 years and 34 lakh light motor vehicles older than 15 years, the Minister said.

•Mr. Gadkari said that older vehicles pollute the environment 10 to 12 times more, and estimated that 17 lakh medium and heavy commercial vehicles were more than 15 years old and remained without a valid fitness certificate. As a disincentive, increased re-registration fees would be applicable for vehicles 15 years or older from the initial date registration.

•The Ministry has also issued rules for registration procedure for scrapping facilities, their powers, and scrapping procedure to be followed.

•The Minister said his Ministry would promote the setting up of a Registered Vehicle Scrapping Facility and claimed that prices of auto components would fall substantially with the recycling of metal and plastic parts.

•During the Question Hour, the Minister also reiterated the government’s commitment towards accident prevention and cited Tamil Nadu as a model State that brought down accidents by 52%. He urged Members of Parliament to ensure that districts under their constituencies should try to follow a ‘Zero Accident’ policy.

•“In the last one year, 1.5 lakh people died due to road accidents, which is more than the 1.46 lakh deaths due to COVID-19,” he said, noting that most of those who died were people in the age group of 18-35 years.

•“The move will revive the ailing commercial vehicle segment and also boost the State exchequer’s revenue on the sale of new vehicles,” said Vinkesh Gulati, president, Federation of Automobile Dealers’ Association.

•“The policy will pave the way for the creation of an ecosystem of vehicular scrapping facilities and a market for recycled raw materials,” said Confederation of Indian Industry’s director general Chandrajit Banerjee.

1)  Global Recycling Day 2021: 18 March

•Global Recycling Day is observed every year on March 18 to create awareness among the masses about the rapid pace at which our natural resources are being used. The day also promotes the concept and practice of recycling. Every year, events are organised by environmentalist and activists to promote the cause.


•In 2021, the theme of Global Recycling Day is “Recycling Heroes”. Its main aim is to recognise the people, places and activities that showcase the importance of recycling in preserving natural resources. Recycling has helped in reducing carbon emissions by over 700 million tonnes every year. Notably, over 1.6 million people are employed around the world in the recycling industry. In this decade, the yearly contribution of recycling will increase up to $400 billion.


2)  New Delhi Ranked as World’s most polluted capital city

•New Delhi has been adjudged as the world’s most polluted capital city for the third straight year in the 2020 World Air Quality Report by Swiss organisation, IQAir. Globally, New Delhi is ranked as the 10th most polluted city in the world. The topmost polluted city in the world is Xinjiang in China. This is followed by nine Indian cities as the most polluted cities in the world, which are Ghaziabad, Bulandshahar, Bisrakh Jalalpur, Noida, Greater Noida, Kanpur, Lucknow and Bhiwari.


3)  Lt Gen DP Pandey takes over as new commander of 15-Corps

•Lt General DP Pandey has taken over the command of strategic Kashmir-based 15 Corps from Lt Gen BS Raju, who has been appointed as the new Director-General of Military Operations (DGMO) of the Indian Army. An alumnus of the National Defence Academy, General Pandey was commissioned into the Sikh Light Infantry Regiment in December 1985 from Indian Military Academy, Dehradun.


4)  GoI Forms Experts Committee For Startup India Seed Fund Scheme

•The government has constituted an experts advisory committee for the overall execution and monitoring of the Startup India Seed Fund Scheme. The committee would be chaired by H K Mittal from the Department of Science and Technology. The other representatives of the committee would include members from DPIIT, the department of biotechnology, science and technology, electronics and IT, Niti Aayog, and expert members from the startup ecosystem.


•The committee will evaluate and select incubators for allotment of funds under the scheme, monitor progress and take all necessary measures for efficient utilisation of funds towards the fulfilment of objectives of the scheme.


5)  RBI Imposes Rs 2 Crore Fine on State Bank of India

•The Reserve Bank of India (RBI) has imposed a monetary penalty of 2 crores on the State Bank of India (SBI) for contravention of certain provisions of Section 10 of the Banking Regulation (BR) Act, 1949. The central bank’s specific directions issued to the bank on payment of remuneration to employees in the form of commission. This penalty has been imposed in exercise of powers vested with RBI under the provisions of the BR Act. The penalty is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers.


•RBI said the statutory inspection of the bank with reference to its financial position as of March 31, 2017, and March 31, 2018, and the Risk Assessment Reports (RARs) pertaining thereto, and examination of the correspondence with the bank regarding payment of remuneration to its employees in the form of commission, revealed, inter alia, contravention of the provisions of the Act and aforesaid specific directions issued by RBI.


6)  Maharashtra Governor releases e-book titled Dawn Under The Dome

•The Maharashtra Governor Bhagat Singh Koshyari released a digital e-book titled Dawn Under The Dome. The digital book depicts the history of the Mumbai General Post Office building. It has been authored by Post Master General of Mumbai Swati Pandey in collaboration with Orchida Mukherjee.


•The book says that three types of Indian stones were used in the construction of the building: the grey basalt with buff trachyte and the Yellowstone from Mumbai’s Kurla and Malad respectively and the white stone from Dharandhra.


7)  M. A. Ganapathy appointed Director General of National Security Guard

•Senior IPS officer, M. A. Ganapathy was on March 16, 2021 appointed Director General of National Security Guard. Ganapathy, a 1986 batch Indian Police Service (IPS) officer of the Uttarakhand cadre, is currently Director General, Bureau of Civil Aviation Security (BCAS). He has been appointed the Director-General, National Security Guard (NSG), from the date of joining the post and up to February 29, 2024 i.e. date of his superannuation.


8)  India’s arms imports down by 33%, says Sipri report

•India’s arms imports fell 33% between 2011-15 and 2016-20, said a report released by the Stockholm International Peace Research Institute (Sipri). The report on international arms transfers attributed the drop in India’s arms imports mainly to an attempt to reduce its dependence on Russian arms and complex procurement processes. Russia was the most affected supplier, although India’s imports of US arms also fell by 46%.


•India’s top three arms suppliers during 2016-20 were Russia (accounting for 49% of India’s imports), France (18%) and Israel (13%), the report. Myanmar, Sri Lanka and Mauritius were the top recipients of Indian military hardware, the report.


•According to Sipri, India accounted for 0.2% of the share of global arms exports during 2016-20, making the country the world’s 24th largest exporter of major arms. This represents an increase of 228% over India’s export share of 0.1 % during the previous five-year period of 2011-15.


9)  A Book ‘Battle Ready for 21st Century’ released

•A book titled “Battle Ready for 21st Century” co-edited by Lt Gen AK Singh, Distinguished Fellow CLAWS and Brig Narender Kumar, Visiting Fellow CLAWS was released by Gen Bipin Rawat. The book lays down the conceptual framework for the strategic management of future conflicts.


10)  Dhanalakshmi beats Dutee Chand to win Federation Cup gold

•Sprinter S Dhanalakshmi beat national record holder Dutee Chand to win women’s 100m sprint final in the Federation Cup Senior National Athletics Championships in Patiala. The 22-year-old Dhanalakshmi of Tamil Nadu clocked 11.39 seconds to become the fastest woman of the championships. Odisha-based Dutee clocked 11.58 seconds to be placed in second place.


•Another Tamil Nadu runner Archana Suseendran was third in 11.76 seconds. Hima Das was disqualified after a false start. In men’s 100m final category, Gurindervir Singh of Punjab won gold in 10.32 seconds, while Elakkiyadasan Kannada of Tamil Nadu (10.43) and Maharashtra’s Satish Krishnakumar (10.56) were second and third respectively.

📰 Serious issue if 3 crore ration cards were cancelled, says Supreme Court

The Centre had earlier said that reports suggest that the deaths were not due to starvation.

•The Supreme Court on Wednesday said it was a “very serious” matter if the Centre has really cancelled around three crore ration cards, including those of tribals and the poor, solely because they could not be biometrically linked with Aadhaar.

•A Bench led by Chief Justice of India Sharad A. Bobde asked the Centre to respond to allegation made in a petition by Koili Devi, represented by senior advocate Colin Gonsalves, that such cancellations had led to starvation deaths across the country.

•“The insistence on Aadhar and biometric authentication had led to the cancellation of nearly four crore ration cards in the country according to the Union of India. The Union of India casually gives an explanation that these cancelled cards were bogus. The real reason is that the technological system based on iris identification, thumb prints, non-possession of Aadhaar, non-functioning of the internet in rural and remote areas, etc, led to largescale cancellation of ration cards without notice to the family concerned,” a report submitted by the petitioner side said.

•Speaking to The Hindu, Mr. Gonsalves said the “petition is based on reports that an estimate of roughly two to four crore ration cards have been cancelled in the country without prior notice to the beneficiaries”.

•Right to food, which the ration card symbolised, cannot be curbed or cancelled because of lack of Aadhaar.

Investigation sought

•Koili Devi’s 11-year-old daughter, Santhoshi Kumari, is allegedly a victim of hunger death in Jharkhand in 2017. She said the family's ration card was cancelled due to non-linkage with Aadhaar. She has sought an independent investigation into the starvation deaths, restoration of the cancelled ration cards and compensation for the death of her daughter.

•Mr. Gonsalves said the government’s continued emphasis on Aadhaar was unfortunate as the Supreme Court had laid down in clear terms that “no insistence on Aadhaar can be done for statutory entitlements”.

•“Tribals either do not have Aadhaar cards or the identification does not work in tribal and rural areas. Because of this reliance on Aadhaar cards, can you imagine three crore cards are gone...” Mr. Gonsalves submitted

•“Three crore cards have gone?” Chief Justice asked incredulously.

•“Yes, starvation deaths are taking place. Three crores ration cards have gone... I can show the Union of India’s declaration. It is an announcement of the Prime Minister,” Mr. Gonsalves responded.

•He argued that the States were in a denial mode, blaming the deaths on diarrhoea and malaria. “In fact, anything but lack of food. This cruel exercise deprived millions of Indians living below the poverty line of food and led to starvation deaths in Jharkhand, U.P., Odisha, Karnataka, M.P., Maharashtra, Bihar, Chhattisgarh, West Bengal, Andhra Pradesh and other States,” the petitioner’s side said in a report prepared after going through the responses obtained from the States.

‘Statements misplaced’

•Additional Solicitor General Aman Lekhi said the statements made by the petitioner side were misplaced. Issuance of ration card was not dependent on the Aadhaar card. Alternative mechanisms were in place. Besides, the issuance of ration cards was primarily the responsibility of the State governments.

•Mr. Lekhi said the petitioners should ideally move the respective High Court, rather than file an omnibus petition in the apex court. He said the petitioners had come directly to the apex court without raising their issue with the grievance redressal mechanism under the National Food Security Act.

•“We are persuaded to consider this case because of their [petitioners’] statement that ration cards have been cancelled... That is a very serious matter,” Chief Justice Bobde said in response to Mr. Lekhi’s submissions for the Centre.

•Even as the government highlighted the redressal mechanism within the Food Security Act as the right place to go, the petitioner side countered in its report to the court that “not a single State has appointed independent nodal officers or district grievance redressal officer under the Act”.

•“All the States have mechanically granted additional designations to existing officers. In many cases, the officers given additional designations are from the Food Supply Department, and they are the main persons responsible for corruption in the food distribution system,” the report said.

•It referred to the directions imposed by the Supreme Court in the Swaraj Abhiyan cases on the implementation of the Food Security Act, which included social audits, framing of rules and setting up vigilance committees.

•The Hunger Watch Report of the Right to Food Campaign in 2020 characterised the hunger situation in India as “grave”. India ranks 94 out of 107 countries in the Global Hunger Index 2020 and is in the ‘Serious Hunger Category’.
