📰 Record foodgrain exports amid widespread hunger criticised

It exposes the government’s apathy towards the people, says Right to Food Campaign

•The record export of foodgrains at a time of widespread hunger and distress due to COVID-19 exposes “the government’s apathy towards the people”, according to the Right to Food Campaign. The advocacy group has called for the universalisation of the public distribution system (PDS) for at least six months, noting that the quantity of exported grain could have been used to provide 25 crore people with rations for a year.

•The surge of COVID-19, spread to rural areas and lockdowns in most parts of the country have led to severe economic distress, especially among informal sector workers, said the Right to Food Campaign’s statement, issued on Monday. It said the situation was worse than in 2020, due to the large number of households now dealing with illness and high healthcare expenses on top of a year of job losses and declining wages.

•The Centre’s relief scheme, PMGKAY, only provides additional free grain for two months for those who already have ration cards. The food security crisis facing informal sector workers, many of whom do not have ration cards, has been “completely invisibilised”, said the statement.

•“The government’s apathy towards people has been thoroughly exposed by the fact that this year has seen record exports of foodgrains.” Noting that over 13 million tonnes of non-basmati rice and more than two million tonnes of wheat were exported in 2020-21, the Campaign said this could have been used to give 5 kg grain per month to 25 crore people for a year. In fact, rice was exported at ₹27 per kg, lower than the FCI’s economic cost of ₹37 per kg, it said.

•Foodgrain stocks in FCI’s warehouses stand at a record high of 100 million tonnes. “It is becoming quite apparent that the government does not care about filling the stomachs of the hungry and is happy to rather export the grains or use them for other purposes [like it was done for ethanol production last year],” said the Campaign.

•Currently, about 80 crore people are covered under the PDS and receive 5 kg of subsidised grain per month. Under PMGKAY, an additional 5 kg is provided free of cost. The Campaign demanded that these benefits are universalised for at least six months, given that the pandemic’s effects are long lasting, so that those in distress without ration cards can also find relief. It also called for 1.5 kg of pulses and 800 gmsof cooking oil to be distributed under the PDS.

📰 SC irked by absence of migrant database

Provision of food for labourers need not wait until completion of registration, says court

•The government’s delay in completing a national database to identify and register migrant workers in order to provide them benefits in times of dire need stood out like a sore thumb in a Supreme Court hearing on Monday.

•“We impress upon the Central government and the State Government[s] to complete the process of registration of organised workers at an early date so that unorganised workers are able to reap the benefit of different schemes of the Centre and the States which, without proper registration and identity card, seems to be difficult to implement on the ground,” a Bench of Justices Ashok Bhushan and M.R. Shah noted in its order.

•The court acknowledged the submissions made by advocate Prashant Bhushan that such a database would have made it easier for the government to identify and provide essentials such as food and dry rations to stranded migrant labourers during the second wave of the pandemic.

•“The direction [for the database] was issued by this court in 2018...Your process is very slow. We are not satisfied. We will pass orders on this,” Justice Bhushan addressed Solicitor General Tushar Mehta, for the Centre.

•Mr. Bhushan, who represents activists seeking urgent measures to provide food and life support for migrant workers, said: “People are dying… 24 crore people have been pushed below the poverty line. The situation is worse than last year… Government has said they have not been able to even put up a portal for the registration of workers”.

Cash transfers

•Many of these destitute workers required immediate cash transfers to purchase essentials.

•Justice Bhushan said, “A uniform national data grid of migrant workers, in which both the Centre and States provide inputs should be there. This would ensure that benefits meant for migrant workers reach them and no other.”

•The court asked the government to clarify what steps it had taken under the Code of Social Security of 2020.

•During the hearing, Justice Shah pointed out that many of the workers would be illiterate and unable to register online. It was a welfare government’s obligation to reach out to the workers, their employers and contractors.

•The Labour Ministry, Mr. Mehta said, had started work on the database. He assured the court that he would talk to the Labour Secretary and get the necessary information on its status.

•Mr. Bhushan interjected to say that the immediate handing out of dry rations and cooked food, however, during the second wave should not depend on the completion of this database.

📰 Very severe cyclone Yaas to hit north Odisha coast

Narendra Modi reviews preparations; landfall likely on May 26 evening.

•The depression over east-central Bay of Bengal is very likely to move in a north-northwest direction and intensify into a cyclonic storm. The system Yaas is expected to cross the coast in north Odisha-West Bengal between Paradip and the Sagar islands by the evening of May 26 as a very severe cyclonic storm. 

•Officials at the Regional Meteorological Centre in Kolkata on Sunday issued warnings that squally winds of 40-50 kmph gusting to 60 kmph are very likely to prevail over North Bay of Bengal and along and off Odisha–West Bengal–Bangladesh coasts from the evening of May 24.

•“It would gradually increase further becoming 90-100 gusting to 110 kmph from 26th morning and increase thereafter becoming 155-165 kmph gusting to 185 kmph at the time of landfall till 26th afternoon,“ a special bulletin issued by IMD late on Sunday evening said

PM review

•Prime Minister Narendra Modi on Sunday directed senior officers to work in close co-ordination with States to ensure safe evacuation of people from high-risk areas.

•“The Prime Minister instructed all concerned departments to ensure timely evacuation of those involved in off-shore activities,” the Prime Minister’s Office said in a statement after a review meeting to oversee the preparedness with senior officials .

•The weather office has issued an orange warning of extremely heavy rainfall at isolated places over Jhargram, Medinipur, North & south 24 Parganas, Howrah, Hooghly, Kolkata in West Bengal and Jagatsinghpur, Kendrapara, Bhadrak and Balasore in Odisha.

•Heavy to very heavy rainfall is predicted at a few places over Nadia, Bardhaman, Bankura, Purulia, Bhirbhum and heavy falls at isolated places over Murshidabad, Malda and Dakshin Dinajpur Districts on May 26. 

•The Indian Air Force (IAF) has airlifted 950 NDRF personnel and 70 tonnes of load from Jamnagar, Varanasi, Patna and Arakonnam to Kolkata, Bhubaneswar and Port Blair in 15 transport aircraft, the Defence Ministry said. IAF has also kept 16 transport aircraft and 26 helicopters on standby.

•Navy and Coast Guard have deployed ships and helicopters for relief, search and rescue operations while Engineer task force units of Army, with boats and rescue equipment, are on standby for deployment.

•Navy has also pre-positioned diving and flood relief columns at Kolkata, Bhubaneswar and Chilika to aid the civil administration at short notice.

Kolkata gears up

•Chastened by the experience of cyclone Amphan which battered West Bengal almost exactly a year ago on May 20, killing more than 100 people and disrupting normal life in Kolkata for almost a week, the Kolkata Police convened a joint co-ordination meeting with representatives of the Civil Defence, Army, Kolkata Municipal Corporation and National Disaster Response Force to gear up for cyclone Yaas. 

•“It was decided that a unified command centre will be set up at Kolkata Police Headquarters on and from May 24, 2021 along with the representatives of all nodal agencies. All preventive measures have been taken to minimize the sufferings of public,” a statement from Kolkata Police said. Several teams of NDRF and State Disaster Management Force has been posted in low lying areas of the State. Fishermen are advised not to venture in the sea from May 23. 

Coastal Odisha alert

•Keeping the predicted path in mind, Odisha’s Special Relief Commissioner P. K. Jena rushed to Balasore to fine-tune preparedness. With the districts of Jagatsinghpur, Kendrapara, Bhadrak and Balasore likely to be impacted most by the Yaas, district administrations have been asked to make evacuation process foolproof and ensure zero casualty.

•North Odisha district Mayurbhanj and coastal Cuttack may experience heavy precipitation under influence of the cyclone. Cyclone could cause uprooting of big trees and extensive damage to Kutcha houses. The northern region of Odisha will record very heavy rain on May 26. 

•Earlier, Odisha government had wanted deployment of 22 units National Disaster Response Force and now it sought additional 10 units. NDRF sources said units could be air-lifted for faster deployment. Odisha has kept 66 units of Odisha Disaster Rapid Action Force in readiness for imminent natural disaster.

1)  International Day for Biological Diversity: 22 May

•The United Nations celebrates International Day for Biological Diversity on 22 May every year to raise awareness about the issue of a significant reduction in biological diversity due to certain human activities. Biological Diversity comprises a wide variety of plants, animals and microorganisms including genetic differences within each species, for example, between varieties of crops and breeds of livestock.


•This year 2021 the theme is “We’re part of the solution”. The slogan was chosen to be a continuation of the momentum generated last year under the over-arching theme, “Our solutions are in nature”, which served as a reminder that biodiversity remains the answer to several sustainable development challenges.


2)  RBI to transfer Rs. 99,122 crore surplus to Central Government for FY21

•The Reserve Bank of India will transfer Rs 99,122 crore surplus to the Central Government for the accounting period of nine months ended March 31, 2021 (July 2020-March 2021). The Contingency Risk Buffer will remain at 5.50%.


•This year RBI has changed its Accounting year from July-June to April-March to coincide with the accounting year of Government. As a result, the accounting year 2020-21 of RBI has only 9 months. It must be noted that every year, RBI transfers its entire surplus which it has earned as profit to Central Government.


3)  RBI increases the limit for Full-KYC PPIs to Rs 2 lakh from Rs 1 lakh

•The Reserve Bank of India has increased the maximum amount outstanding in respect of full-KYC PPIs (KYC-compliant PPIs) from Rs. 1 lakh to Rs. 2 lakh. Apart from this, The Reserve Bank of India (RBI) has mandated that all prepaid payment instruments (PPIs) or mobile wallets such as Paytm, PhonePe and Mobikwik are fully KYC-compliant be made interoperable by March 31, 2022.


•The PPI issuers will have to provide interoperability through authorised card networks (for PPIs in the form of cards) and UPI (for PPIs in the form of electronic wallets). Interoperability shall be mandatory on the acceptance side as well. PPIs for Mass Transit Systems (PPI-MTS) shall remain exempted from interoperability. It will be optional for Gift PPI issuers to have the option of interoperability.


RBI has also permitted cash withdrawal from Full-KYC PPIs of Non-Bank PPI Issuers. The condition on such cash withdrawal shall be:


•Maximum limit of Rs. 2,000 per transaction with an overall limit of Rs. 10,000 per month per PPI.

•All cash withdrawal transactions performed using a card/wallet shall be authenticated by an Additional Factor of Authentication (AFA) / PIN;

•RBI has increased the limit of cash withdrawal from Points of Sale (PoS) terminals using debit cards and open system prepaid cards (issued by banks) to Rs 2000 per transaction within an overall monthly limit of Rs. 10,000 across all locations (Tier 1 to 6 centres). Earlier this limit was Rs 1000 for Tier 1 and 2 cities while Rs 2000 for Tier 3 to 6 cities.


4)  DRDO develops Covid-19 antibody detection kit ‘DIPCOVAN’

•India’s Defence Research and Development Organisation (DRDO) has developed a Covid-19 antibody detection kit. The DIPCOVAN kit can detect both spikes as well as nucleocapsid proteins of Coronavirus with a high sensitivity of 97%. It has been approved by the Indian Council of Medical Research and has been developed by the Defence Institute of Physiology and Allied Sciences lab of DRDO in association with Delhi’s Vanguard Diagnostics Pvt Ltd.


5)  Microsoft to retire iconic Internet Explorer on 15 June 2022

•Tech-giant Microsoft has decided to retire its iconic Internet Explorer (IE) browser, with effect from 15 June 2022, after more than 25 years of its launch. The Internet Explorer (IE) browser was launched in 1995. Microsoft recommends its users shift to Microsoft Edge (2015) before June 15, 2022, for a faster, more secure and more modern browsing experience.


6)  ITR filing deadline for FY21 extended by two months to September 30

•The Central Board of Direct Taxes (CBDT) has extended the due date for filing income tax returns for assessment year (AY) 2021-22, for individuals, by two months, to September 30, 2021. Earlier the deadline was July 31, 2021.


•The decision to extend timelines for compliances under the Income-tax Act 1961 has been taken to provide relief to taxpayers due to the Covid pandemic. The government has also extended the due date of Income Tax Returns filing for companies for Assessment Year 2021-2022 from October 31 to November 30, 2021.


7)  Bihar govt launches ‘HIT Covid App’ to ensure regular monitoring

•Bihar government has launched ‘HIT Covid App’ to ensure regular monitoring and tracking of those Covid-19 patients, who are in home isolation across the state. HIT stands for home isolation tracks. Chief Minister Nitish Kumar said the app will help the health workers in regular monitoring of home-isolated patients.


•Health workers will visit the patients at home every day and feed data in the app after measuring their temperature and oxygen level. These data will be monitored at the district level. If the oxygen level is below 94, the patient will be shifted to the nearby dedicated Covid health centres for proper treatment.


8)  IDBI Bank launches digital loan processing system

•IDBI Bank announced the launch of its fully digitized loan processing system, offering over 50 products to MSME and the agriculture sector. The Loan Processing System (LPS) for MSME and Agri products seamlessly integrate with data fintech, bureau validations, document storage, account management and customer notifications among others.


•These features of the fully digitised and automated loan processing system are further aimed at providing a superior tech-enabled banking experience to the bank’s MSME & Agri customers. The platform is designed to incorporate knock-off criteria & credit policy parameters for superior underwriting standards.


9)  Sreejesh appointed FIH Athletes’ Committee member

•Star India hockey team goalkeeper PR Sreejesh was re-appointed as a member of the International Hockey Federation (FIH) Athletes’ Committee during the virtual meeting of the world body’s Executive Board. He has been a member of the panel since 2017. The experienced Sreejesh, who has led the Indian team in the past, was one of the four new members appointed by the EB which met two days before the 47th FIH Congress, which will also be held online.


•The EB confirmed the appointment of four new members for the Athletes’ Committee. Sreejesh Parattu (IND), Marlena Rybacha (POL), Mohamed Mea (RSA) and Matt Swann (AUS) are now joining the Committee. Steve Horgan (USA), the new chair of the FIH Rules Committee, succeeding David Collier.

📰 INS Rajput decommissioned after 41 years

First of the Indian Navy’s modern destroyers was built in former USSR

•Destroyer INS Rajput, built by the erstwhile USSR, was decommissioned on Friday at Naval Dockyard, Visakhapatnam after 41 years of service.

•“The ship was decommissioned in a solemn and low key event due to the ongoing COVID Pandemic when the national flag, Naval ensign, and the decommissioning pennant were lowered at sunset time…,” the Navy said in a statement.

•INS Rajput was constructed in the 61 Communards Shipyard in Nikolaev, present-day Ukraine, under her original Russian name Nadezhny meaning ‘Hope’. The keel of the ship was laid on September 11, 1976, and was launched into water on September 17, 1977. The ship was commissioned as INS Rajput on May 4, 1980 at Poti, Georgia by I.K. Gujral, then Ambassador of India to the USSR with Capt. Gulab Mohanlal Hiranandani as her first Commanding Officer.

•In 41 years, the ship had 31 Commanding Officers at her helm with the last CO taking charge of the ship on 14 Aug 2019. The ship since its commissioning has sailed a distance of over 7,87,194 nautical miles which is equivalent to navigating around the world 36.5 times and 3.8 times the distance from the Earth to the Moon, the Navy said.

•With the motto “Raj Karega Rajput”, INS Rajput has participated in several important Naval operations over the years. Some of these include Operation Aman off Sri Lanka to assist the Indian Peace Keeping Force (IPKF), Operation Pawan for patrolling duties off the coast of Sri Lanka, Operation Cactus to resolve hostage situation off the Maldives and Operation Crowsnest off Lakshadweep.

•In addition, the ship also took part in various cyclone relief operations including off Odisha coast in 1999, relief operations post Tsunami in Andaman & Nicobar Islands in 2004 and HADR mission after the earthquake at Jakarta.

•The ship was also the first Indian Naval Ship to be affiliated with an Indian Army regiment, the Rajput Regiment. INS Rajput was also the first ship in the Navy to get the first version of the BrahMos antiship supersonic cruise missile in 2005.

•The Indian Navy inducted its first destroyer in 1949 with the three R class ships followed by the Hunt class of ships, both from the UK. Both these classes were decommissioned from service in the 1970s.

•The Rajput class was followed by the Delhi class of destroyers, the first indigenously designed and built destroyers and inducted into service in the late 1990s and early 2000s. This was followed by three Kolkata class destroyers built under Project 15 and the under construction Vishakhapatnam class of stealth destroyers under Project 15B.
