📰 Four theatre commands likely to be raised by year-end
It’ll be the biggest reorganisation of armed forces since Independence
•While deliberations continue for a consensus on the creation of the military’s integrated theatre commands, the four proposed commands are likely be raised by year-end, according to a government official.
•On Tuesday, Chief of Defence Staff (CDS) Gen. Bipin Rawat chaired a meeting with the Vice Chiefs of the three Services, the Chief of Integrated Defence Staff and representatives from the Ministries of Defence, Home and Finance to iron out differences on the integrated theatre commands’ creation. While details of the deliberations were not known, an official source said more deliberations would be held.
•It was expected that Prime Minister Narendra Modi would make an announcement on the creation of the commands, which would be the biggest reorganisation of the Indian armed forces since Independence, and the commands were likely to be raised by year-end, two official sources said.
•The four commands planned are air defence command, maritime theatre command, integrated eastern theatre command and integrated western theatre command. “A maritime theatre commander will not be appointed right away. The command will be first raised and commander appointed later,” a source said.
•Several officials had stated that the Indian Air Force (IAF) has major reservations over the creation of the commands.
•There have also been questions on the naming of the commands. The IAF was for all commands to be rotational and so wanted the naming to be domain specific, one of the sources said. “It has been broadly agreed but initially they would be with respective service commander till the command stabilises,” the source stated.
Integrated joint planning
•The need was integrated joint planning and not coordinated or syncing of operations as was done now. Single Service operations were not efficient or made the best use of the resources, the official said .
•The proposed change was that at the highest level, instead of one Service making a single plan that was then routed through the headquarters and the Integrated Defence Command (IDS), in the new plan, they would be held by a three- star commander and integrated with other two domains, the source explained. “These plans will be presented to Chiefs of Staff Committee (CoSC) as opposed to a single plan being presented to a Chief,” the official stated.
•“The operational functions will shift to theatre commands, which will involve the creation of joint structures in headquarters IDS,” the source noted.
•Stating that there would be little to no financial outflow involved, the source said there was only creation of a headquarters and no movement of assets or personnel. “It is only reorganising ourselves in a better manner within existing resources,” the official added.

1) World Humanist Day: 21 June
•World Humanist Day is celebrated every year around the world on the June solstice, which usually falls on June 21. The day aims to spread awareness of Humanism as a philosophical life stance and means to effect change in the world.
•The day has been organised by the International Humanist and Ethical Union (IHEU), since 1980. IHEU is the global federation for Humanist, atheist, rationalist, ethical culture, secularist and other freethought groups.
2) World Hydrography Day: 21 June
•Every year the World Hydrography Day is observed on 21 June to make the public aware of hydrography and the essential role that it plays in everyone’s life. The main objective of this day is to attract people’s attention to the work of the IHO at the international level. It is also celebrated to urge countries to work together to protect the marine environment and seek safe international navigation around the world.
•The theme for 2021 WHD is “One hundred years of international cooperation in hydrography”.
3) India, Japan conduct bilateral naval exercise in Indian Ocean
•Ships of the Indian Navy and Japanese Maritime Self-Defense Force (JMSDF) participated in a joint naval exercise at the Indian Ocean to realize “Free and Open Indo-Pacific (FOIP). “JS KASHIMA (TV3508) and JS SETOYUKI (TV3518) conducted a bilateral exercise with INS KULISH (P63) at the Indian Ocean. Naval cooperation between India and Japan has increased in scope and complexity over the years.

4) Tadang Minu becomes 1st Arunachali Woman to be appointed in AIBA
•Arunachal Pradesh woman, Dr Tadang Minu, becomes the first in the state and the second Indian woman in the country to be appointed as a member of the Coaches Committee of the International Boxing Association (AIBA). She has been appointed by AIBA for her enormous knowledge and experience in the field of boxing.
•Dr Tadang is currently the HOD of Physical Education at Rajiv Gandhi University(RGU) and is the chairman of the Boxing Federation of India’s Women’s Commission for two years.
5) Tahira Kashyap Khurrana announces new book ‘The 7 Sins of Being A Mother’
•Filmmaker-writer Tahira Kashyap Khurrana has announced her upcoming book about motherhood, titled “The 7 Sins of Being A Mother”. This is her fifth book and the second she wrote amid the pandemic. Last year, the filmmaker had released 12 Commandments of Being A Woman, which she finished writing during the coronavirus-induced lockdown. The writer has also penned books like Cracking The Code: My Journey in Bollywood and Souled Out.
6) Upasana Kamineni named ‘Ambassador of Forest Frontline Heroes’ at WWF India
•WWF India has inducted Upasana Kamineni, Director, Apollo Hospitals, as “Ambassador of Forest Frontline Heroes” with the aim to appreciate the efforts of frontline workers in hospitals and in the wildlife protection space. The focus of this will be on several States across the country covering most eco-regions.
•Frontline forest staff are often local community members themselves and play an important role in building an interface between communities and conservation.
7) British lawyer Karim Khan sworn in as ICC’s chief prosecutor
•British lawyer Karim Khan was sworn as the new chief prosecutor for the International Criminal Court. He pledging to reach out to nations that are not members of the court and to try to hold trials in countries where crimes are committed. He has defended clients at international courts including former Liberian President Charles Taylor & Kenya’s Deputy President William Ruto.
•Khan, a 51-year-old English lawyer, has years of experience in international courts as a prosecutor, investigator and defence attorney. He takes over from Fatou Bensouda of the Gambia, whose nine-year term ended.
8) Weightlifter Laurel Hubbard will be first trans athlete to compete at Olympics
•The New Zealand weightlifter Laurel Hubbard is poised to make history and headlines, as well as significant controversy, after being confirmed as the first transgender athlete to compete at an Olympic Games. The 43-year-old, who will be the fourth oldest weightlifter at an Olympics, is regarded as a genuine medal contender in the women’s super heavyweight 87kg-plus category in Tokyo.
•But while her inclusion has been welcomed by trans groups, it has also been questioned by those who believe she has unfair advantages in strength and power, having gone through male puberty before transitioning in 2012.

📰 Supreme Court says govt must simplify COVID-19 death certification process
‘What is the remedy in the case of those given certificates showing some other reason as cause of death’
•The Supreme Court on Monday asked the Union government what it plans to do in cases of COVID-19 patients whose death certificates cited some other reason for the cause of death.
•“What is the remedy in the case of COVID patients who have already been issued death certificates showing some other reason as cause of death”, Justice M.R. Shah, who accompanied Justice Ashok Bhushan on the Bench, asked Solicitor General Tushar Mehta.
•The court suggested that the government should simplify the process for certification COVID-19 deaths. It asked the government whether the reason of death could be given as COVID-19 in the certificate if the family could produce a COVID-19 report, no matter whether the patient died in a hospital or outside. The court pointed out that some patients were not even given their medical records.
Penal consequences
•Mr. Mehta reiterated the government’s stand that any lapse in stating COVID-19 as the cause of demise in a death certificate would have penal consequences for those found responsible, including the certifying doctor.
•In its affidavit on Sunday, the Centre said: “It is mandated that any death resulting from Covid-19 shall have to be so certified i.e. as Covid death, failing which, everyone responsible, including the certifying doctor, shall be responsible for penal consequences”.
•The government stated that deaths with the diagnosis of COVID-19, irrespective of comorbidities, have to be certified as pandemic deaths. The only exception to the rule was when there was a clear alternative cause of death, for example, accidental trauma, poisoning, etc.
•The Supreme Court recently told the Centre that the death certificates of those who died of COVID-19 often do not reveal that fact. “The death certificates of persons who die from COVID-19 in hospitals show the reason as lung or heart problem or something else,” Justice Shah had addressed Mr. Mehta.
•“All deaths with the diagnosis of COVID-19, irrespective of co-morbidities, are to be classified as deaths due to COVID-19,” the Centre had clarified in the affidavit.

What is the issue?
- The second wave of the COVID-19 pandemic has brought to light some fundamental gaps in dealing with medical emergencies as the current one.
- It calls for an assessment of the roles of the Centre and States in this regard.
What should the Centre be clear about?
- Clearly, events like that the current pandemic are national crises.
- They call for concerted efforts by both, the Government of India (GoI) and state governments.
- Denials, finger-pointing, and media management will not help in rightfully dealing with these.
- It is time the GoI realises that health is a state subject.
- The number of employees in the health wing of the GoI is negligible as compared to that in any state government.
- The implication is that if anything good in health or Covid management happens, the credit must rightly go to the state government.
- The GoI must however help the states, motivate them to do better and assist them in their task.
