📰 Inaccessible UIDAI system leaves Aadhaar users in lurch

EPFO, PAN linking with Aadhaar cards stalled ahead of deadlines

•The IT systems of the Unique Identification Authority of India (UIDAI) have been down over the past week, putting Aadhaar holders in a tizzy as deadlines loom to link their UIDAI identity details with their Employees’ Provident Fund Accounts and the Income tax department’s Permanent Account Number (PAN).

•That the new Income Tax portal is yet to become fully functional, has compounded problems for those seeking to link their Aadhaar to PAN by September 30. Separately, by August 31, all EPFO members are required to link their Aadhaar cards in order to continue to deposit their monthly PF contributions.

•Even those who just want to update their Aadhaar particulars to correct mismatches with other identity documents are at their wits’ end, with several users complaining that attempts to update details were not getting through online as well as at offline Aadhaar centres due to technical issues.

•An official source confirmed that there were some glitches due to which the systems were down last week. “The system downtime impacted multiple cities,” he said. However, it could not be ascertained if this was a national outage and whether the systems are now back online.

•Queries to the UIDAI on the issue did not elicit any response till the time of going to press. When contacted, a senior officer at the NIC, the Government of India’s IT arm, said they were not aware of any such issue.

•Pune resident Indraniel Bhattacharya told The Hindu that he has been trying to update his address on Aadhaar for at least a week. “After multiple failed attempts to put in a request to change my address online, I was asked by the UIDAI customer care executive to visit the physical centre,” he said.

•“I went to a post office in Pune, and then a private bank… but at both places, I was told the Aadhaar systems are down nationally and they have no information on what the issue is or when the systems will be back online.”

•Some users also took to social media to register their complaints. As per the UIDAI website, in order to link Aadhaar with PAN, ideally, the citizen's demographic details such as name, gender, date of birth, should match in both the documents.

•“In case of any minor mismatch in the name provided by the taxpayer when compared to the actual data in Aadhaar, a One Time Password (Aadhaar OTP) will be sent to the mobile registered with Aadhaar. Taxpayers should ensure that the date of birth and gender in PAN and Aadhaar are exactly same,” the website states. In rare cases where the Aadhaar name is completely different from the one in PAN, then the linking will fail and taxpayer will be prompted to change the name in the database of either Aadhaar or PAN.

1)  International Dog Day 2021

•International Dog Day is observed every year on August 26 to raise awareness about dog adoption and the importance of providing rescue dogs with a safe and loving environment. The day was started as National Dog Day in the US in 2004 by pet & family lifestyle expert, animal rescue advocate, conservationist and dog trainer Colleen Paige. August 26 was chosen as on this day, Paige’s family had adopted their first dog “Sheltie” from an animal shelter when she was just 10 years old.


2)  Dubai sets up specialised court to combat money laundering


•Dubai Courts announced the establishment of a specialised court, focused on combating money laundering, within the Court of First Instance and Court of Appeal. This court ties into a string of initiatives aimed at reducing financial crimes and follows the recent establishment of the Executive Office of the Anti-Money Laundering & Countering the Financing of Terrorism.


•This move will enable our stakeholders to raise their efficiency in effectively implementing the National AML/CFT Strategy and National Action Plan and achieving its goals through an empowered and sustainable system.


3)  Ministry of Electronics & IT launches SAMRIDH programme

•Ministry of Electronics & Information Technology has launched the “Start-up Accelerators of MeitY for pRoduct Innovation, Development and growth (SAMRIDH)” programme. The programme was launched by Shri Ashwini Vaishnav, Union Minister MeitY. The objective of the SAMRIDH programme is to create a conducive platform to Indian Software Product start-ups to enhance their products and securing investments for scaling their business.


4)  Ministry of Jal Shakti launches ‘SUJALAM’ Campaign

•Ministry of Jal Shakti has launched a ‘100 days campaign’ named SUJALAM to create more and more Open Defecation Free (ODF) Plus villages by undertaking wastewater management at the village level. The Campaign would help in the management of the wastewater and in turn, would help to revive the water bodies through the creation of 1 million Soak-pits and also other Greywater management activities. The campaign started on August 25, 2021, is part of the ‘Azadi Ka Amrit Mahotsav’ celebrations.


5)  Ohmium launches India’s first green hydrogen electrolyzer gigafactory

•US-based Ohmium International has started India’s first green hydrogen electrolyzer manufacturing unit at Bengaluru, Karnataka. The factory will manufacture India-made Proton Exchange Membrane (PEM) hydrogen electrolyzers. Green hydrogen is made from non-fossil sources as against blue hydrogen that is made from fossil sources. Making green hydrogen in India will give a cost advantage for manufacturers rather than going for imports.


6)  UAE announces the world’s tallest observation wheel ‘Ain Dubai’

•The world’s largest and tallest observation wheel is set to be unveiled in Dubai, UAE on October 21, 2021. The observation wheel called as ‘Ain Dubai’, is 250 m (820 ft) in height, located at Bluewaters Island. The record-breaking wheel is 42.5 m (139 ft) taller than the current world’s tallest observation wheel, High Roller, in Las Vegas, measuring 167.6 m (550 ft).


7)  Ajit Doval chairs 11th BRICS NSA Virtual Meeting

•The 11th Meeting of the BRICS High Representatives Responsible for National Security was held, via video conferencing. The National Security Advisor of India Ajit Doval hosted the meeting since India is the chair for the 2021 BRICS summit. The 15th BRICS Summit is scheduled to be held in September 2021. The BRICS meeting of the NSA provided a platform for the five countries to strengthen political-security cooperation.


•Secretary of the Security Council of Russia Gen Patrushev, Chinese Politburo Member Yang Jeichi, South African Deputy Minister of State Security Ncediso Goodenough Kodwa and Gen Augusto Heleno Ribeiro Pereira, Minister of State and Head of the Institutional Security Cabinet of the Presidency of Brazil attended the high-level meeting.


8)  5th India-Kazakhstan Joint Training Exercise “KAZIND-21”

•The 5th edition of Indo- Kazakhstan Joint Training Exercise, “KAZIND-21” will be held from August 30 to September 11, 2021, at Training Node, Aisha Bibi, Kazakhstan. The joint training exercise will boost the bilateral relations between India and Kazakhstan Armies. The Exercise is also a platform for the Armed Forces of India & Kazakhstan to train for Counter Insurgency/ Counter-Terrorism operations in the mountainous, rural scenarios under UN mandate.


•The Indian Army contingent represented by a battalion of the Bihar Regiment consists of a total of 90 personnel led by a Contingent Commander. The Kazakhstan Army will be represented by a company group. The scope of Joint Exercise includes professional exchange, planning & execution of the operation in counterterrorism environment at sub-unit level and sharing expertise on skills at arms, combat shooting and experiences in Counter Insurgency/ Counter-Terrorism operations.


9)  India’s First Agri Sectoral Index GUAREX launched by NCDEX

•India’s first sectoral index in the Agri commodities basket i.e. GUAREX was launched by the National Commodity and Derivatives Exchange Limited (NCDEX). GUAREX is a price based sectoral index that tracks the movement in the futures contracts of guar gum refined splits and guar seed on a real-time basis. This index product will offer a lot of opportunities to the value chain.


•The weightage of guarseed and guar gum refined splits in the index will be 63 per cent and 37 per cent, respectively. The index futures will be cash-settled. Initially, Guarex futures contracts expiring in September and October will be made available for trading.


•India is the world’s largest guar producer accounting for 80-85 per cent of the output, while Rajasthan is the country’s top producer with 80 per cent market share. Guar seed was sown on 1.81 million hectares so far this year, down from 2.25 million hectares logged in the same period last year.

📰 Probe agencies too hit by lack of manpower: CJI

Bench was hearing plea about hundreds of criminal cases pending against sitting and former legislators.

•The Supreme Court on Wednesday said probe agencies such as the CBI suffered from the same dearth of manpower and infrastructure like the judiciary. Both were overburdened.

•“Just like us, investigative agencies are suffering from lack of manpower and infrastructure… Everybody says ‘CBI, CBI…’ We don’t want to demoralise the investigative agencies. They are overburdened… Similarly, one trial court handles 1000 cases. How do you expect them to function? We had asked for special courts to hear exclusively cases under specific legislations… but nothing,” Chief Justice of India (CJI) N.V. Ramana, heading a Special Bench of three judges, remarked orally.

•The Bench, also comprising Justices D.Y. Chandrachud and Surya Kant, was hearing a petition about the hundreds of criminal cases pending against MPs and MLAs, both sitting and former, for years together. Some of these cases, investigated by agencies such as the CBI and the Enforcement Directorate (ED), have been pending for over a decade.

•A report submitted by the court’s amicus curiae, senior advocate Vijay Hansaria, assisted by advocate Sneha Kalita, said 51 MPs and 71 MLAs were accused of offences under the Prevention of Money Laundering Act, 2002.

•Similarly, out of the 121 cases pending trial against MPs/MLAs before the CBI courts across the country, 58 cases were punishable with life imprisonment. In 45 cases, even the charges have not been framed, though the offences alleged to have been committed several years back. A total of 37 CBI cases against legislators were continuing in the stage of investigation for years on end now. One of these cases, according to the CBI, was “expected” to be completed by 2030, the report said.

•“In some cases, you have not filed a charge sheet in 10 or 15 years… In one case, you have attached assets worth over ₹200 crore but not filed a charge sheet. Simply attaching property will not serve any purpose,” Chief Justice Ramana addressed Solicitor General Tushar Mehta, who appeared for both the CBI and the ED.

•“The information given by the ED and CBI present a really, shocking, disturbing and gloomy picture,” Mr. Hansaria submitted.

•The Chief Justice reasoned with Mr. Mehta to complete the trial in these cases quickly rather than have them hanging over the heads of the accused like Damocles sword.

Plea for directive

•The Solicitor General urged the Bench to pass a judicial order directing lower courts to complete the pending trial proceedings in a “mandatory time-bound manner”, possibly within the next six months. He submitted that in some cases, the High Courts intervened and granted stay of the trial.

•But the CJI did not agree, saying the High Courts have stayed trial in only seven cases and the Supreme Court in one.

•Mr. Mehta then said ED cases were held up because they spanned to tax havens abroad who refused to cooperate with probe.

•The CJI stated efforts would be made to “rationalise” the number of cases before each trial court. The judiciary was slowly but surely dealing with the problem of scarcity of judges - High Courts have 455 judicial vacancies as on August 1. Besides, lower courts also have other urgent cases of bail, custody matters, etc, to hear and decide.

Mechanism soon

•The Bench said a mechanism would be put in place soon to monitor the progress of criminal trials involving legislators soon. This would include special courts.

•In the previous hearing, the apex court questioned the Centre’s commitment towards the speedy trial and prosecution of criminal politicians. It also directed that a criminal case against an MP or MLA could be withdrawn only after getting the consent of the High Court concerned.

•“We deem it appropriate to direct that no prosecution against a sitting or former M.P./M.L.A. shall be withdrawn without the leave of the High Court… Various State governments have resorted to withdrawal of numerous criminal cases pending against MP/MLA by utilising the power vested under Section 321 CrPC. The power under Section 321 CrPC is a responsibility which is to be utilised in public interest, and cannot be used for extraneous and political considerations. This power is required to be utilised with utmost good faith to serve the larger public interest,” a three-judge Bench led by the CJI had directed in its last order.
