📰 Centre extends mid-day meal scheme to 24 lakh pre-primary students

Centre rebrands mid-day meals scheme PM POSHAN; no progress on National Education Policy’s recommendation to start offering breakfasts.

•The Centre has rebranded the 26-year old national mid-day meal scheme to give a hot cooked meal to 11.8 crore government school students from Class 1 to 8, with the Cabinet approving a proposal to rename it as the PM POSHAN (Poshan Shakti Nirman) scheme on September 29.

•From the next financial year, it will also cover the 24 lakh children studying in balvatikas, the pre-primary section of government schools, Education Ministry officials said.

•Although this year’s budget for mid-day meals remains unchanged, an additional ₹266 crore is expected to be added as the Central government’s share to cater to balvatika students from 2022-23, Education Minister Dharmendra Pradhan told journalists after the Cabinet decision.

A key recommendation

•The extension of mid-day meals to pre-primary students, who are to be incorporated into the formal education system, was a key recommendation of the National Education Policy 2020 and the population of balvatikas — which offer one year of pre-school classes — is expected to rise from the existing 24 lakh as the policy is implemented.

•However, there has been no progress on the NEP’s other recommendation to start offering breakfasts to school students as well. Mr. Pradhan declined to comment on the issue, but Ministry officials have previously told The Hindu that the Finance Ministry vetoed the proposal for this year, which would involve an additional budgetary allocation of ₹4,000 crore, due to a severe funding crunch. In fact, the School Education Department’s budget for this year has been cut by almost ₹5,000 crore.

•The PM POSHAN scheme has been approved for the next five-year period until 2025-26, with a collective outlay of ₹1.31 lakh crore, including ₹31,733 crore as the share to be borne by the State governments. It will “improve nutritional status, encourage education and learning and increase enrolments in government schools”, Mr. Pradhan said.

Holistic nutrition goals

•The rebranded scheme aims to focus on “holistic nutrition” goals, Ministry officials said, adding that a 5% flexi component would be built into the existing budget to allow States to incorporate additional nutrition-rich elements — such as fortified foods, fruits and milk — into the menu. Use of locally grown traditional foods will be encouraged, along with school nutrition gardens.

•Social audits have been made mandatory in all districts and college students and trainee teachers will be roped in to do field inspections to ensure the quality of meals.

•In other procedural changes meant to promote transparency and reduce leakages, States will be asked to do direct benefit cash transfers of cooking costs to individual school accounts, and honorarium amounts to the bank accounts of cooks and helpers. However, the rebranded scheme does not include any progress on the long-pending demand of cooks to increase the ₹600 allocated by the Centre as their monthly honorarium. “If States wish to give a top-up, they can do so,” said Mr. Pradhan.

1)  International Day of Awareness of Food Loss and Waste

•International Day of Awareness of Food Loss and Waste is celebrated on September 29, since 2020, to promote and implement global efforts to resolve the issue of food wastage. The United Nations General Assembly designated 29 September as the International Day of Awareness of Food Loss and Waste in 2019.


•The theme for 2021 is Stop food loss and waste. For the people. For the planet. The main objective of this day is to take steps towards responsible consumption and production as well as zero hunger, along with working towards addressing the problem of climate change through sustainable food habits.


2)  World Heart Day Observed On September 29

•World Heart Day is celebrated on 29 September annually to draw people’s attention to heart illness and the range of associated health issues.  The day which is celebrated annually creates awareness of Cardiovascular Disease (CVD) including heart disease & stroke and highlights the preventive and control measures. The day was created by the World Heart Federation, to raise awareness about cardiovascular disease, including heart disease and stroke.


•This year, the theme of World Heart Day is “Use Heart to Connect”. 


3)  India to bag IAEA external auditor job

•India has been elected as the external auditor to the International Atomic Energy Agency (IAEA), a prestigious institution that promotes peaceful use of nuclear energy, for a period of six years from 2022 to 2027 after beating Germany and the United Kingdom among other counties. India’s comptroller and auditor general GC Murmu was selected as the external auditor of IAEA and the ministry of external affairs (MEA).


•In the first round of voting for the post, Germany got 36 votes, India 30, the UK eight, Russia 11, Turkey 9, Egypt 20, Republic of Korea 2 and the Philippines 7 votes. The second round boiled down to the race between India and Germany with India managing to beat the European country.


4)  Sojat Mehndi and Judima rice wine gets GI tag

•Judima, homemade rice wine from Assam and Sojat Mehndi (Henna) from Rajasthan, has been awarded the geographical indication (GI) tag. A GI tag is awarded to products associated with a specific geographical origin. Award of a GI sign not only helps in tracing the origins of products but also helps in confirming authenticity and marketing of indigenous specialities.


5)  Fumio Kishida to become Japan’s next PM

•Japan’s former Foreign Minister, Fumio Kishida has won the ruling party’s leadership election, virtually ensuring that he will become the country’s next prime minister. Kishida won 257 votes in a runoff to defeat Taro Kono, a popular vaccines minister who previously held the positions of defence and foreign minister.


•The 64-year-old replaces outgoing party leader Prime Minister Yoshihide Suga, who is stepping down after serving only one year since taking office last September. Kishida previously served as LDP policy chief and was foreign minister between 2012-17, during which he negotiated accords with Russia and South Korea, with whom Japan’s relations are often frosty.


6)  RBI sets WMA Limit for Central Government for at Rs. 50,000 crore

•The Reserve bank of India has set the limit for Ways and Means Advances (WMA) for the second half of the financial year 2021-22 i.e October 2021 to March 2022 at Rs. 50,000 crore. The Reserve Bank may trigger fresh floatation of market loans when the Government of India utilises 75 per cent of the WMA limit. The Reserve Bank retains the flexibility to revise the limit at any time, in consultation with the Government of India, taking into consideration the prevailing circumstances.


7)  Aveek Sarkar re-elected as Press Trust of India Chairman

•Aveek Sarkar, the Editor Emeritus and Vice Chairman of the Ananda Bazar Group of Publications, was re-elected Chairman of Press Trust of India (PTI), the country’s largest premier news agency. Sarkar is a man of varied interests and counts books, food, wine and art among his principal loves. He was captain of the Royal Calcutta Golf Club (RCGC) for 10 years. Sarkar’s re-election for a two-year term was ratified by PTI’s Board of Directors at their meeting.


•K N Shanth Kumar, Director of The Printers (Mysore) Pvt. Ltd. which brings out Deccan Herald and Kannada language daily Prajavani, was elected as the Vice-Chairman.


8)  Hardeep Singh Puri launches 7th edition of Swachh Survekshan

•Union Housing and Urban Affairs Minister, Hardeep Singh Puri has launched the 7th edition of Swachh Survekshan 2022. The seventh edition of the annual cleanliness survey in the urban areas, under which district rankings have been introduced for the first time. The voice of senior citizens and young adults will also be given priority.


•This survey will create a level playing field for smaller cities by introducing 2 population categories:-under 15,000 & btw 15,000-25,000. The scope of the survey has been expanded to now cover 100 per cent wards for sampling as compared to 40 per cent in previous years, according to the ministry.


•The Mission is also committed to continuously engage with citizens to improve the quality of public sanitation infrastructure and services. To this end, the ‘Sarvajanik Shauchalay Safai Jan Bhagidari Utsav’ will be facilitated to assess the quality of community and public toilets and capture citizen feedback for process improvement in future.


9)  GoI starts work to develop ‘Parshuram Kund’ in Arunachal pradesh

•The government of India has started work for the development of ‘Parshuram Kund’, a Hindu pilgrimage site on the Brahmputra plateau in the lower reaches of the Lohit river in Arunachal Pradesh. The project costing Rs 37.88 crore was sanctioned under the Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) Scheme of the Ministry of Tourism.


10)  ICC launches T20 World Cup anthem

•The International Cricket Council has launched the official anthem of the upcoming T20 World Cup along with a campaign film featuring ‘avatars’ of Indian batting maestro Virat Kohli and West Indies skipper Kieron Pollard. The song is composed by Bollywood music director Amit Trivedi, an animated film that features young fans from all over the world engaged in T20I cricket and includes some of the sport’s biggest superstars.


•The tournament will begin on October 17 in Oman and UAE, with the final to be played in Dubai on November 14.

📰 Lockdowns slowed green energy push: Report

Increased capacity could have met demand surge after economic reopening, says Institute for Energy Economics and Financial Analysis report.

•The lockdowns slowed renewable energy installations in the country and the pace of such installation is lagging India’s 2022 target, according to a report by the Institute for Energy Economics and Financial Analysis (IEEFA).

•As part of its comittment to reducing greenhouse gas emissions, India has said that it would install 175 gigawatts (GW) of green energy by 2022 and 450GW by 2030 but only 7 GW of such capacity was added in FY 2020/21, said Vibhuti Garg, report author and energy economist.

•A gigawatt is 1,000 megawatts.

•Data from the Central Electricity Authority independently shows that India was to have installed 100 GW of solar energy capacity by March 2023 — 40 GW rooftop solar and 60 GW ground-mounted utility scale. The country has managed to install only 43.94 GW till July 31, 2021.

•In its analysis of monthly volumes and prices at the largest power exchange in India, Indian Energy Exchange (IEX), the IEEFA study found that the amount of power traded increased by 20% over 2020, by 37% compared to 2019 and by 30% over 2018. This led to prices on average increasing by 38% compared to 2020, by 8% compared to 2019 and by 11% over 2018.

•“Clearly as economic growth revives, electricity demand grows and average prices at the exchange increase,” says Ms. Garg.

•Had there been more access to renewable energy, particularly wind and hydropower, it could have contributed to lower energy prices, the report says.

•IEEFA’s analysis shows coal stocks hit a new record high of 1,320 lakh tonnes (Mt) at the end of FY2020/21 and exceeded the monthly averages of the previous five years. Having reduced its reliance on imported coal and replaced it with domestic coal, Coal India Ltd, India's largest coal producer, had about two months’ supply.

•However, an analysis of the daily coal stock position exhibited a “deterioration” as more plants reported supplies were critical. On August 1, 23 plants with installed capacity of 33GW had critical coal supplies. By September 9, this increased to 92 with an installed capacity of 112 GW and by September 22, 102 with installed capacity of 123GW.

•“Most plants had coal stockpiles for 1 to 5 days. However the requirement for thermal power plants is to maintain coal supplies for 21 days or at least 15,” says Ms. Garg, “In most cases, the issue of supply was at the thermal power producer end, rather than the issue of coal stock shortage at CIL end.”

•Imported coal prices have been rising in the past few months because of resurgent demand after the pandemic — especially in emerging Asian markets such as China and India, but also in Japan, South Korea, Europe and the U.S.

•“Greater reliance on coal imports will increase thermal power prices in India, leading to higher prices for the ultimate consumers,” says Ms. Garg.

•IEEFA notes that the challenge of India’s growing daily peak demand does not require investment in excess baseload thermal capacity. Instead, the electricity system needed “flexible and dynamic generation solutions” such as battery storage, pumped hydro storage, peaking gas-fired capacity and flexible operation of its existing coal fleet.

•“Government should accelerate deployment of such sources to help meet peak demand and also balance the grid at a lower cost,” says Ms. Garg. Their prices were falling and so would be cost effective and a buffer against very high prices at the power exchange during peak demand.

1)  World Rabies Day: 28 September

•World Rabies Day is celebrated annually on September 28 to raise awareness about the impact of rabies on humans and animals, provide information and advice on how to prevent the disease and take efforts to control rabies. 2021 is the 15th edition of World Rabies Day.


•The theme for the WRD in 2021 is ‘Rabies: Facts, not Fear’. The day also marks the death anniversary of the French chemist and microbiologist, Louis Pasteur’, who developed the first rabies vaccine.


2)  International Day for Universal Access to Information

•The International Day for the Universal Access to Information (commonly known as Access to Information Day) is observed globally on 28th September every year. Universal access to information means that everyone has the right to seek, receive and impart information for healthy and inclusive knowledge societies.


•The International Day for Universal Access to Information 2021 highlights the importance of expanding access to information laws, and their implementation worldwide to build back strong institutions for sustainable development and to uphold the vision of information as a public good, as well as to strengthen international cooperation in the field of implementing the right to information as a fundamental right. Furthermore, the global discussions on “building back better” remain context-adaptive to the COVID-19 pandemic.


3)  4th Indo-US Health Dialogue Held in New Delhi

•Union Minister of State for Health and Family Welfare Dr Bharati Pravin Pawar has led the Indian delegation at the 4th Indo-US Health Dialogue, held in New Delhi. The US delegation for the dialogue is led by Ms Loyce Pace, Director, Office of Global Affairs at U.S. Department of Health and Human Services (HHS). The two-day Dialogue is a platform to deliberate upon multiple ongoing collaborations in the health sector between the two countries.


4)  Cyclonic Storm ‘Gulab’ hits Andra and Odisha

•The India Meteorological Department (IMD) has issued a red alert for Odisha and Andhra Pradesh after the ‘Cyclone Gulab’ made landfall over Northwest and adjoining West-central Bay of Bengal. Cyclone Gulab was named by Pakistan. The word “Gulab” refers to Rose in English.  During the landfall, the wind speed could hover between 90 kmph and 100 kmph.


•The name Gulab is from the list of cyclone names that is maintained by the World Meteorological Organisation/United Nations Economic and Social Commission for Asia and the Pacific (WMO/ESCAP) Panel on Tropical Cyclones (PTC). The panel comprises 13 countries namely, India, Bangladesh, Myanmar, Pakistan, the Maldives, Oman, Sri Lanka, Thailand, Iran, Qatar, Saudi Arabia, United Arab Emirates, and Yemen, who choose the names of cyclones in the region.


5)  DRDO conducts successful maiden flight test of Akash Prime Missile

•The Defence Research and Development Organisation (DRDO) has carried a successful maiden test flight of a new version of the Akash Missile named ‘Akash Prime’ from Integrated Test Range (ITR), Chandipur, Odisha. The success of the test flight demonstrates the competence of DRDO in the design and development of world-class Missile systems. The missile intercepted and destroyed an unmanned aerial target mimicking enemy aircraft, in its maiden flight test after improvements.


•In comparison to the existing Akash System, Akash Prime is equipped with an indigenous active Radio Frequency (RF) seeker for improved accuracy. Other improvements also ensure more reliable performance under low-temperature environments at higher altitudes. A modified ground system of the existing Akash weapon system has been used for the current flight test. The range stations of ITR comprising Radars, Electro-Optical Tracking System (EOTS) and Telemetry stations monitored the missile trajectory and flight parameters.


6)  ICRA revise GDP growth of India to 9.00% in FY 2022

•ICRA has revised up the gross domestic product (GDP) growth rate of India for the financial year 2021-22 (FY22) to 9 per cent. Earlier this rate was 8.5%. It can be noted that after the 7.3 per cent contraction in 2020-21, there were expectations of a higher growth number in 2021-22.


•The key risk to its revised projection of 9 per cent GDP growth is a potential third wave and the existing vaccines being ineffective against newer mutations of the virus. ICRA is Gurgaon based credit rating agency, owned by Moody’s Corporation.


7)  Lt Gen Gurbirpal Singh takes charge as DG of NCC

•Lieutenant General Gurbirpal Singh has taken charge as the 34th Director-General of the National Cadet Corps (NCC). He succeeds Lt Gen Tarun Kumar Aich. He was commissioned into the PARACHUTE REGIMENT in 1987.


•An alumnus of the National Defence Academy, Khadakwasla, Indian Military Academy, Dehradun as well as NCC, he attended the Defence Services Staff College in Wellington and the National Defence College Course in New Delhi. Lt Gen Singh has been a Company Commander in the counter-insurgency environment in Nagaland and the Siachen Glacier.


8)  Sania Mirza & Zhang Shuai Win Ostrava Open WTA Doubles Title

•India’s Sania Mirza and her Chinese partner Zhang Shuai won the women’s doubles title in the women’s doubles final at the Ostrava Open in Ostrava, Czech Republic. The second-seeded Indo-Chinese duo defeated the third seeded pair of American Kaitlyn Christian and New Zealander Erin Routliffe 6-3 6-2 in the summit clash in one hour and four minutes.


•This was Sania’s second final of the season, following a runner-up finish at the WTA 250 Cleveland event in the US last month with Chirstina Mchale.

📰 Jobs increased by 29% since 2013, says survey

Quarterly Employment Survey covered 10,593 firms across 9 sectors

•The All-India Quarterly Establishment-based Employment Survey, in a report released on Monday, said that the overall employment numbers had increased by 29% from the base year of 2013-14.

•However, in the first quarter of this fiscal (April-June 2021), 27% of the establishments surveyed reported pandemic-related retrenchment.

•The report, released by Labour and Employment Minister Bhupender Yadav, covered 10,593 firms that employed more than 10 workers and were spread over nine sectors that account for 85% of the total employment in such establishments.

•Overall, employment stood at 3.08 crore in the first quarter, up from 2.37 crore as reported in the Sixth Economic Census (2013-2014).

•All but two sectors — trade and accommodation & restaurants — saw an increase in employment over the period.

•The report said the IT/BPO sector had the most impressive growth (152%), followed by health (77%), transport (68%), financial services (48%), construction (42%), education (39%) and manufacturing (22%).

•Manufacturing was found to account for 41% of the establishments, followed by education (22%) and health (8%).

•There was a decline in employment in trade (25%) and accommodation and restaurants (13%), which Mr. Yadav said could be attributed to the second wave of the pandemic that was at its peak during the survey.

Dip in female workers

•The number of female workers showed a decline too, from 31% in the Sixth Economic Survey to 29% as of the first quarter of the quarterly employment survey.

•Speaking about the importance of the survey, Mr. Yadav said: “Evidence-based policy making and statistics-based execution is the major focus of Prime Minister Shri Narendra Modi.”

•He added that this survey and others covering unorganised sectors being conducted by the Labour Survey would help in policy-making.

•Mr. Yadav said while 27% of the establishments reported pandemic-induced retrenchment, the silver lining was that 81% of the workers had received their full wages during the lockdown (March 25 to June 30, 2020).

Useful for policy-makers

•Earlier, Labour and Employment secretary Sunil Barthwal said having contemporary data was useful for policy-makers and this survey would help other government departments and Ministries as well.

•Mr. Barthwal said the survey would help the public as well as they could focus on learning skills that are found lacking in the workforce.

•He said when the government was coming up with COVID-19-related welfare schemes, like the Pradhan Mantri Garib Kalyan Yojana, the only data available was from the Employees’ Provident Fund Organisation and the Employees State Insurance Corporation, or “administrative data”.

•“Soon, field surveys will start for the unorganised sector as well,” Mr. Barthwal said.

•The Labour Bureau, with the expert group for all-India surveys under Prof. S.P. Mukherjee, is also carrying out surveys on migrant workers and domestic workers.

•A senior Ministry official said these surveys would be significant in policy-making in general and in framing a “national employment policy” soon..
