Solution: The Arthashastra of Kautilya is an extremely sophisticated and detailed treatise on statecraft. Arthashastra played a vital role in the making of Mauryan Administration which was highly centralised in nature. According to the Saptanga Rajya Theory, state must be consisted of seven inter-related and inter-locked Angas (limbs) or elements. These elements are (1) Swami (Lord), (2) Amatya (ministers) (3) Janapada (the territory and people) (4) Durg (fortified capital) (5) Kosha (the treasury) (6) Danda (Justice) and (7) Mitra (Ally).

Solution: Communal Award was announced by the British PM Ramsay MacDonald in August 1932 after third-round table conference. The award was proposed to declare the depressed classes as the minorities and entitled them to separate electorates. It would have created the rift between the upper and lower caste of Hindu religion. Congress opposed the condition of separate electorates. Congress was not in favour of changing the communal award without the consent of minorities. So, Congress decided neither to accept the communal award nor to reject it.

They were mostly debt-ridden and land-hungry peasants from the crowded areas of Punjab, especially Jullundur and Hoshiarpur, many of whom had served in the British Indian Army and had thus acquired the confidence and the means necessary for emigration. They freely accepted non-Sikhs and non-Punjabis as leaders- HarDayal was a Hindu, Barkatullah a Muslim, Rash Bihari Bose a Hindu and Bengali. They revered leaders from all over India-Tilak, Savarkar, Khudi Ram Bose and Aurobindo Ghosh were their heroes.

VeluThambi was the Diwan (Prime Minister) of the Kingdom of Travancore. He rose in revolt against the British when they tried to oust him from the post of Diwan. He was also against the heavy financial burden imposed on the kingdom by the Subsidiary Alliance Treaty. VeluThampi was able to garner good support from the people of the land against the British.
He took his own life in order to avoid capture by the British in 1809.

1)  World Malaria Day: 25 April
•World Malaria Day is observed on April 25 every year to recognise the global effort to control malaria and also to spread awareness about the around the world. The theme for this year’s Malaria Day is ‘Ready to beat Malaria’.

•The theme emphasises the collective energy and commitment of the global malaria community that is uniting all around the world to curb the disease and working towards the common goal to making the world malaria free. The disease is caused by the Plasmodium parasites, which is spread to people through the bite of an infected female Anopheles mosquito, also known as malaria vectors.

2)  India's 1st E-Commerce Think Tank Meet Convened By Suresh Prabhu
•Suresh Prabhu, the commerce and industry minister, held the first e-commerce think tank meeting in New Delhi. The minister chaired the meeting which aimed at framing a national policy on e-commerce.

•The setting up of this e-commerce think tank and the initiative taken by the ministry may well be interpreted as the government and its allied bodies beginning to understand the growth potential of the e-commerce industry in India.

3)  Sushma Swaraj Attends Meeting Of India-Mongolia Joint Committee
•External Affairs Minister Sushma Swaraj co-chaired the 6th round of India-Mongolia Joint Consultative Committee meeting with her Mongolian counterpart Damdin Tsogtbaatar in Ulaanbaatar.

•The meeting discussed trade, economic, cultural and scientific co-operation. Mrs Swaraj became the first Indian External Affairs Minister to visit the nation in 42 years.

4)  Madras HC, 1st Court In South India To Introduce E-Court Fee Payment Facility
•The Madras High Court became the first court in south India and overall eighth in the country to introduce e-court fee payment facility. It was jointly launched by Chief Minister Edappadi K. Palaniswami and Chief Justice Indira Banerjee.

•The new system will enable litigants who file cases in High Court to pay judicial stamp duty to the government through e-stamps, which can be purchased both online and offline. It will pave way for easier and secured way of paying stamp duty.

5)  M-Awas App For Allotment Of GPRA Through ASA Launched
•Hardeep Puri, Minister of State for Housing and Urban Affairs (I/C) launched a Mobile App (m-Awas) for allotment of Government accommodations in General Pool Residential Accommodation (GPRA) in Delhi under the control of the Directorate of Estates.

•The application has been developed by NIC. A total number of 61,317 residential accommodations of various types are available in Delhi which are allotted to the eligible Central Government employees through Automated System of Allotment (ASA), by using login Id and password. 

6)  Foreigners Can Now Travel To Nagaland, Mizoram, Manipur Without Permit
•The Home Ministry has decided to relax the six-decade-old Protected Area Permit regime from Nagaland, Mizoram and Manipur for five years. Foreign tourists, except those from Pakistan, China and Afghanistan,will now be allowed to visit some of the most pristine locations of the country which, so far, were out of bounds for them without a special permit.

•Under the Foreigners (Protected Areas) Order, 1958, all areas falling between the Inner line and the International Border of some states were declared as protected areas. The protected areas currently include whole of Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim, besides parts of Himachal Pradesh, Rajasthan, Uttarakhand and Jammu and Kashmir.
