1) Nongkrem Dance Festival Celebrated In Meghalaya
•Nongkrem dance festival, an annual event during which prayers are offered for good harvest, peace, and prosperity of the community was celebrated with great zeal and enthusiasm by the inhabitants of the Khasi Hills in Shillong, Meghalaya.

•The unique dance is performed by the members of Hima Khyrim, a sub-tribe of the indigenous Khasi tribe. During which young men, women and kids dancing to the tunes of drums and pipes are seen clad in their exquisite ethnic attire of red and yellow.

2) Odisha Government Announced New Biotechnology Policy
•The Odisha government announced a new Biotechnology Policy 2018 to attract investments in the sector at the concluding day of the Make in Odisha Conclave, held in Bhubaneswar.

•Odisha’s Science and Technology Minister B N Patra said that the government will provide its full support for the development of the biotechnology sector by forming Public Private Partnership, bio-incubation centers and bi-tech finishing schools. The state government aims to make the state a top biotech investment destination in the country.

3) Kerala Government Launched Gau Samridhi Scheme For Dairy Farmers
•Kerala Chief Minister Pinarayi Vijayan launched the ‘Cow Samridhi Plus Scheme’ to provide insurance coverage to dairy farmers in the state. The government subsidized scheme, as proposed, will give insurance coverage to dairy farmers at low premium rates.

•Moreover, farmers belonging to the general category will be getting 50% subsidy on premiums while those belonging to Scheduled Caste (SC) and Scheduled Tribe (ST) category would get 70% subsidy on the premium.

4) 9th Session of India-Kyrgyz IGC Held in New Delhi
•The 9th Session of the India-Kyrgyz Inter-Governmental Commission on Trade, Economic, Scientific and Technological Cooperation (IK-IGC) was held in New Delhi. The IK-IGC was co-chaired by The Union Minister for Commerce & Industry and Civil Aviation, Suresh Prabhu, and Mr. Kosmosbek Cholponbaev, Minister of Health, Government of the Kyrgyz Republic.

•India and Kyrgyzstan have identified potential sectors where both sides may engage in areas like healthcare and pharmaceutical, environmental and technical safety, agriculture, information, tourism and culture, textiles and clothing, banking, labor and social development, mines and standards, metrology and certification sector.

5) 26th Conference of Central and State Organizations Held In Himachal Pradesh
•The 26th edition of Central and State Statistical Organizations(COCSSO) Conferencewas organized by the Ministry of Statistics and Programme Implementation (MoSPI) in collaboration with Directorate of Economics and Statistics, Government of Himachal Pradesh at Dharamshala, Himachal Pradesh. The theme of the 26th Conference was “Quality Assurance in Official Statistics”.

•Union Minister of State for Statistics and Programme Implementation, Shri Vijay Goel inaugurated the conference. COCSSO is an annual conference which provides a platform for the Central and State statisticians to exchange views and discuss common issues relating to statistical activities.

6) India and ADB Signed $105 mn Loan Agreement For Himachal Pradesh
•India and Asian Development Bank (ADB) signed a 105 million dollar loan agreement to continue financing the transmission system upgrades in Himachal Pradesh for increased supply of hydropower.

•The third tranche loan is a part of the 350 million dollar multi-tranche financing facility for Himachal Pradesh Clean Energy Transmission Investment Programme. The programme is aimed at developing and expanding the transmission network to evacuate clean and renewable power generated from the State’s hydropower sources.

7) List of Loan Agreements Signed With Asian Development Bank
•India and ADB have signed 3 important loan agreements in various fields/projects in New Delhi. The signatories to the loan/projects Mr. Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs, Ministry of Finance; and Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission, who signed for ADB.

•The 3 Loan Agreements Signed between India and ADB are: 

1.A $300 million Loan Agreement to support lending by India Infrastructure Finance Company Limited (IIFCL). 

2.A $169 million loan as the First Tranche of a $500 million multi-tranche financing to develop climate-resilient water supply, sewerage, and drainage infrastructure in at least 10 cities in the State of Tamil Nadu.

3.A $105 million loan to continue financing the transmission system upgrades in Himachal Pradesh for increased supply of hydropower to the state and the national grid.

1) International Day for Tolerance: 16 November
•Every year on 16 November, the international community celebrates the International Day for Tolerance with activities that target both educational institutions and the general public. In 1996, the UN General Assembly invited the UN Member States to observe the International Day for Tolerance on 16 November.

•UNESCO-Madanjeet Singh Prize for the Promotion of Tolerance and Non-Violence: 
In 1995, to mark the United Nations Year for Tolerance and the 125th anniversary of the birth of Mahatma Gandhi, UNESCO created a prize for the promotion of tolerance and non-violence. The 2018 winners are social entrepreneur and filmmaker Manon Barbeau (Canada) and the Coexist Initiative, a non-profit organization working to end violence against women (Kenya). 

2) World Tolerance Summit Inaugurated in Dubai
•The two-day summit to mark the World Tolerance Day was inaugurated in Dubai, the UAE. Held for the first time in UAE, the theme of the Summit was ‘Prospering from Pluralism: Embracing Diversity through Innovation and Collaboration’. 

•The World Tolerance Summit brings together government leaders, key figures from the public and private sectors, peacekeeping ambassadors and change-makers from across the world to discuss the importance of tolerance, peace and equality, and celebrate diversity.

3) India International Cherry Blossom Festival Held in Meghalaya
•The third edition of the India International Cherry Blossom Festival 2018 was held in Shillong. It was inaugurated by the Chief Minister Conrad K Sangma in the presence of Japanese Ambassador to India, Kenji Hiramatsu.

•The four-day long festival is being organized by the Forest and Environment Department, Govt of Meghalaya, Institute of Bio-resources and Sustainable Development in collaboration with the Indian Council for Cultural Relations. It celebrates the unique autumn flowering of the Himalayan Cherry Blossoms with several cultural events.

4) NITI Aayog Organizes South Asian Regional Conference on Urban Infrastructure
•NITI Aayog, the premier think tank of the Government of India, partnered with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the Asian Development Bank (ADB) to host a South Asian regional conference at Pravasi Bharatiya Kendra in New Delhi to discuss the key issues, perspectives and the way forward in the Urban Infrastructure.

•The two-day conference on “Urban Infrastructure: New Approaches to Public & Private Partnerships and Municipal Finance Innovations” was inaugurated by CEO, NITI Aayog, Amitabh Kant.

5) NITI Aayog Constitutes Himalayan State Regional Council
•NITI Aayog has constituted the ‘Himalayan State Regional Council’ to ensure sustainable development of the Indian Himalayan region. The Council has been constituted to review and implement identified action points based on the Reports of five Working Groups, which were established along thematic areas to prepare a roadmap for action.

•The Himalayan State Regional Council will be chaired by the Dr. VK Saraswat, Member, NITI Aayog and will consist of the Chief Secretaries of the Himalayan States as well as the Secretaries of key Central Ministries, senior officers of NITI Aayog as well as special invitees.

6) UNICEF Appoints Athlete Hima Das As India’s 1st Ever Youth Ambassador
•The United Nations Children’s Fund-India (UNICEF) has appointed Asian Games gold-medalist sprinter Hima Das as India’s first ever Youth Ambassador.

•Recently, Hima clinched a Gold medal in Women’s 4×400 metre relay event at the 2018 Asian Games at Jakarta, Indonesian. She also won Silver in the Women’s 400m Race event with a clock timing of 50.59 seconds.

7) India-Taiwan SME Development Forum Beings in Taipei
•The 5-Day long India- Taiwan SME Development Forum was held at Taipei, Taiwan. The Indian Delegation was led by Secretary MSME Dr. Arun Kumar Panda.

•Currently, there are over 63 million MSMEs across various industries that employ more than 111 million persons and produce more than 8,000 products, ranging from traditional to high-tech precision items. MSME is the second largest employment generating sector after agriculture.

8) Veteran Journalist N Ram Received Raja Ram Mohan Roy Award
•Finance Minister Arun Jaitley inaugurated National Press Day (16 November) celebrations in New Delhi. The winners of National Awards for Excellence in Journalism were honored on the occasion. Eminent journalist and Chairman of the Hindu Publishing Group, N Ram has been selected under prestigious award category of Raja Ram Mohan Roy award. Ruby Sarkar, Chief Correspondent of Deshbandhu, Bhopal and Rajesh Joshte of Daily Pudhari in Ratnagiri will share the award in category of Rural Journalism.
