📰 HC stays M.P. govt.’s 27% OBC quota ordinance

Quota cap breached, said petition

•The Madhya Pradesh High Court on Tuesday, in an interim order, stayed the State government’s ordinance increasing reservation for Other Backward Classes (OBC) category to 27% from the earlier 14%.

•The Congress government in the State had issued an ordinance on March 8 increasing the reservation in the OBC category to 27%.

•A Division Bench of Justices R.S. Jha and Sanjay Dwivedi on Tuesday stayed the State government ordinance which increased the percentage of reservation for OBCs.

•Petitioners Ashita Dubey, Richa Pandey and Suman, all MBBS students who had appeared for NEET 2019 for admissions to postgraduate medical courses, had challenged the State government’s ordinance on grounds that it violated provisions of Article 16(4) of the Constitution, their counsel Aditya Sanghi said.

•The government’s quota move had led to reservation in the State reaching 63%, a breach of the 50% cap on reservation, the counsel said.

‘No quota above 14%’

•It is directed that the respondents shall not provide reservation of more than 14% for the OBC category in admission made to colleges on the strength of the ordinance which is a subject matter of this petition, the court said.

•The court has sought replies within two weeks from the State director for medical education and the principal secretary of the medical education department.

1) Pramod Sawant Sworn In As Goa Chief Minister
•Pramod Sawant (45), former Speaker of Goa legislative Assembly and MLA from Sankhelim in North Goa was sworn-in as 11th Chief Minister of Goa, succeeding Manohar Parrikar, who died after a prolonged battle with advanced pancreatic cancer.

•He was given the oath of office and secrecy at Raj Bhavan by Goa Governor Mridula Sinha. The entire Cabinet of Manohar Parikkar has been retained.

2) Justice P.C. Ghose Named India’s First Lokpal
•Former Supreme Court judge Justice Pinaki Chandra Ghose was recommended to be the first Lokpal or anti-corruption ombudsman of India. Justice Ghose, 67, is a member of the National Human Rights Commission (NHRC) since June 2017.

•His name was finalised and recommended by the Selection Committee comprising Prime Minister Narendra Modi, Chief Justice Ranjan Gogoi, Lok Sabha Speaker Sumitra Mahajan and eminent jurist Mukul Rohatgi. 




3) ‘i-help’ Initiative Launched In Assam
•The ‘i-help’ initiative to promote digital electoral literacy in Assam has been launched in view of the forthcoming Lok Sabha polls. It is a joint initiative of the Office of the Chief Electoral Officer(CEO) and Common Service Centres (CSC) in Assam. CEO Mukesh Chandra Sahu launched the ‘i-help’ initiative.

4) India & Afghanistan Signed an MOU On Digital Education Initiatives
•The Ministry of Human Resource Development has signed a memorandum of understanding(MoU) with the Afghanistan government to work on digital education initiatives, which include many prominent programs developed by Indian Institutes of Technology (IITs). The MoU was signed at IIT-Madras. This collaboration hopes to contribute to bilateral relations and beget mutual benefits for the two countries.

5) Africa-India Field Training Exercise AFINDEX-19 Begins
•The inaugural Africa-India Field Training Exercise-2019 for India and African nations called AFINDEX-19 started with a grand opening ceremony at Aundh Military Station, Pune.

•Contingents of the 17 African Nations came together for the opening ceremony along with a contingent of Maratha Light Infantry representing India. The aim of the exercise is to practice the participating nations in planning and conduct of Humanitarian Mine Assistance and Peace Keeping Operations.

6) Ola Signs MoU With Telangana To Implement Smart Traffic Solutions
•Ola has signed a Memorandum of Understanding (MoU) with the Government of Telangana to support the latter’s efforts in strengthening traffic infrastructure in the city. The partnership would see Ola ‘share intelligent insights’ that enable the Government to implement smart solutions to enhance ‘mobility experience’ in the city, an Ola release stated.

•The first pilot project proposed to be implemented under the MoU is the dynamic mapping of riding quality of various major roads in Hyderabad through the network of vehicles operating on the Ola platform.

📰 UAE helped defuse India, Pak tensions: envoy

‘Crown Prince spoke to Modi, Imran’

•In an announcement that goes against India’s steady official narrative, the envoy of the United Arab Emirates declared on Monday that his country has played a major role in de-escalating tension between India and Pakistan after the Pulwama terror attack and Balakot strike.

•Speaking at an event at IIT Delhi, UAE ambassador Dr Ahmed Al Banna said, “We have played an important role in reducing tension between India and Pakistan. On the day of the huge escalation, our Crown Prince of Abu Dhabi Mohammed Bin Zayed had a telephonic conversation with Prime Minister Modi and the Pakistani PM Imran Khan. Our role was to sort out differences between two sides in a peaceful manner through negotiations.”

India’s stance

•The envoy’s declaration regarding the Crown Prince’s conversations with PM Modi is at variance with India’s statements on the issue.

•An official statement issued on March 11 had no mention of the UAE’s role to help with the de-escalation process.

•However, Mohammed Bin Zayed had himself stated in a social media message on March 1 about his conversation with the Prime Ministers of India and Pakistan about the “recent events”.

First public statement

•This is also a first major public admission of a negotiating role by a third country in India-Pakistan crisis.

•India had traditionally denied the space for third party role in the conflict with Pakistan.

•This consistent position is rooted in the Simla Accord of 1972.

•The envoy pointed out that the role of UAE was not in the nature of mediation but more in the nature of reducing an emergent crisis that grew out of “escalation of tension” following the Pulwama terror attack and India’s Balakot strike.

•“We tried to decrease tension between India and Pakistan by using the special relationship that we have with both India and Pakistan,” the ambassador said.
