📰 Centre for tougher law against sexual harassment at work

GoM finalises recommendations, which will be put up for public comments

•The Group of Ministers (GoM) headed by Home Minister Amit Shah, which was constituted to strengthen the legal framework to prevent sexual harassment at the workplace, has finalised its recommendations, a senior official said.

•The recommendations, which include addition of new provisions to the Indian Penal Code, will be put up for comments from the public, the official said.

•The GoM was constituted first in October 2018 in the aftermath of the #MeToo movement after many women shared their ordeal on social media. It was reconstituted in July 2019 under Mr. Shah.

•The other members are Finance Minister Nirmala Sitharaman, Human Resource Development (HRD)Minister Ramesh Pokhriyal and Women and Child Development Minister Smriti Irani.

•Another official said changes to the existing laws on sexual harassment at the workplace would be incorporated when the overhaul of the IPC was complete.

Another project

•The Ministry of Home Affairs (MHA) is working on another project to reboot the IPC. Several retired judges, legal luminaries and State governments are being consulted by the Bureau of Police Research and Development (BPR&D).

•“When changes are made to the IPC, the various sections on crime against women will also be amended. The laws need to change with time, and sexual harassment of women at the workplace will be addressed through the IPC amendments also,” the official said.

•The Women and Child Development Ministry had steered the Sexual Harassment of Women and Workplace (Prevention, Prohibition and Redressal) Act in 2013, which was applicable to government offices, the private sector, NGOs and the unorganised sector.

•The official said the proposed amendments would be largely based on the Vishaka Guidelines laid down by the Supreme Court in 1997, on which the 2013 Act was based.

•It made the employer responsible to prevent or deter acts of sexual harassment at the workplace.

•The 2013 Act had shortcomings like giving the powers of a civil court to the internal complaints committee without specifying if the members need to have a legal background. It only imposed a fine of Rs. 50,000 on employers for non-compliance. The Act said the employer shall provide assistance to the woman if she chooses to file a complaint under the IPC “against the perpetrator after the conclusion of the enquiry”.

1) Union Minister for Heavy Industries inaugurates ELECRAMA 2020 in Noida
•Union Minister for Heavy Industries Prakash Javadekar was inaugurating ELECRAMA 2020 in Greater Noida, Uttar Pradesh. ELECRAMA is the flagship showcase of the Indian electrical industry and a platform to connect the world with the Indian industry in respect of technology, new trends and innovation for the future energy transition. The focus of this year’s event is on e-mobility, energy storage, start-ups, grid transformation, revenue security with special attention on small and medium enterprises (SMEs).

2) NDRF Celebrates its 15th Raising Day
•The National Disaster Response Force (NDRF) celebrated its 15th Raising Day on 19th January. National Disaster Response Force (NDRF), a specialized multi-skilled, humanitarian force of the country, came into existence on January 19th, 2006 has been playing a vital role in Disaster Management and Community awareness for Disaster Risk Reduction (DRR) in the country.

 •The NDRF has earned good name and fame nationally and internationally with its selfless service and unmatched professionalism in disaster management. NDRF has saved more than One lakh lives in its 3100 operations and rescued/evacuated over 6.7 lakh people during disasters. A workshop was also be conducted on ‘Urban flooding & challenges’ and ‘Biological Emergencies & New Technology in Disaster Management’.

3) Mizoram to celebrate Chapchar kut festival on March 6
•Government of Mizoram will celebrate Chapchar Kut, the biggest and most important festival of the Mizos, on March 6, 2020. Chapchar Kut is a spring festival celebrated usually in March after completion of the Jhum cultivation. Jhum cultivation, also known as the slash and burn agriculture, is the process of growing crops by first clearing the land of trees and vegetation and burning them thereafter.

4) Andhra Pradesh Coast: India successfully test-fires K-4 Ballistic Missile
•India has successfully test-fired nuclear-capable K-4 ballistic missile at Vizag coast in Andhra Pradesh. The missile was developed by the Defence Research and Development Organisation (DRDO). This 3,500-kilometre range nuclear-capable missile can be launched from a submarine. The submarine-launched ballistic missile is the most important part of the air, land and sea nuclear triad and is at the front of India’s second-strike capability. Only the US, Russia and China have submarine-launched ballistic missiles of 3,500-kilometre range.

5) Arjun Munda elected as president of Archery Association of India
•Union Minister of Tribal Affairs Arjun Munda was elected as President of the suspended Archery Association of India (AAI). The elections were held as per the Delhi High Court order. With the support of former AAI president Vijay Kumar Malhotra, Munda, the president of Jharkhand Archery Association, defeated Assam Archery Association president and retired IAS officer BVP Rao by a margin of 34-18.




 •Pramod Chandurkar of Maharashtra defeated the Mahasim of Chandigarh 31-21 in the election for the post of Secretary, while in the election of Senior Vice President, former Haryana Minister Captain Abhimanyu defeated GA Ibopishak of Manipur by 32-20.

6) Kolkata host 9th International Children’s Film Festival
•The 9th International Children’s Film Festival hosted by Kolkata, West Bengal. About 250 films from 45 countries will be screened at the festival. The National Award winner Children actor, Talha Arsad Rishi inaugurates the festival. An anthology of children’s films in Bengali in the last 100 years and an exhibition on movie posters will be held along with the festival.

7) GoI appoints Nripendra Misra as chairman of NMML
•Nripendra Misra has been appointed chairperson of the executive council of the Nehru Memorial Museum and Library (NMML). The Executive Council of the NMML has been reconstituted and it will be now chaired by Mr Misra. Dr A Surya Prakash, chairperson of the Prasar Bharati board, will be the council’s vice-chairperson.

 •The Nehru Memorial Museum & Library (NMML) established in the memory of Jawaharlal Nehru (1889 – 1964) is an autonomous institution under the Ministry of Culture, Government of India.

8) ‘Castle of Dreams’ gets Best Film Award at DIFF
•The Iranian film ‘Castle of Dreams’ directed by Reza Mirakarimi won the Best Film Award in Asian Competition section of the 18th Dhaka International Film Festival (DIFF). The film also won the Best Director Award.

 •Indian film ‘Finally Love’ directed by Anjan Dutt bagged Best Audience Award in Cinema of the World Category. Sri Lankan director Prasanna Vithanage’s film ‘Children of the Sun’ won Special Jury Award.

 •A total of 220 films from 74 countries were shown at the festival. The Dhaka International Film Festival (DIFF) is being organized by the Rainbow Film Festival since 1992 with support from Bangladesh government and many other organizations including the High Commission of India, Dhaka. The theme of this year’s festival was ‘better film, better audience, better society.’

9) Thailand’s Ratchanok Intanon wins Indonesia Masters title 2020
•Thailand’s Ratchanok Intanon wins Indonesia Badminton Masters 2020 women’s singles title in Jakarta, Indonesia. She defeats Carolina Marin (Spain) 21-19, 11-21, 21-18 in the final clash. The win was her second title in the Indonesian tournament.

📰 GSAT-30 gives India a communication boost

The 3,357-kg satellite, launched from Kourou, will replace the ageing INSAT-4A

•The nation’s latest communication satellite, GSAT-30, was launched into space from the Guiana Space Centre in Kourou at 2:35 a.m. IST on Friday.

•The 3,357-kg satellite will replace INSAT-4A which was launched in 2005 and marks the first mission of the year for Indian Space Research Organisation (ISRO).

•The high-power satellite is equipped with 12 normal C band and 12 Ku band transponders.

•ISRO quoted its Chairman K. Sivan as saying, “GSAT-30 will provide DTH [direct to home] television services, connectivity to VSATs [that support working of banks] ATMs, stock exchange, television uplinking and teleport services, digital satellite news gathering and e-governance applications. The satellite will also be used for bulk data transfer.”

•ISRO opted for a foreign launch as the GSAT-30 is much heavier than the 2,000-kg lifting capacity of its geostationary launch vehicle GSLV-MkII.

•While the newer and more powerful GSLV-MkIII that can lift up to 4,000 kg, the space agency plans to save the two or three upcoming MkIIIs for its first human space flight Gaganyaan of 2022 and two preceding crew-less trials, Dr. Sivan recently said.

•The first Indian crew-less test flight is planned for later this year.
