1) Madhya Pradesh launches Charan Paduka campaign for migrant labourers
•“Charan Paduka” campaign has been launched by the Madhya Pradesh for the migrant labourers moving through the state. Under this campaign, shoes and slippers will be offered to those labourers going barefoot in order to reduce their pain.

 •The “Charan Paduka” campaign is being conducted by the police at most of the places in the state, starting from the Rau Police Station of Indore.

2) 7th LCU Ship ‘INLCU L57’ commissioned into Indian Navy
•Landing Craft Utility Ship ‘INLCU L57’ commissioned into Indian Navy in Port Blair. This warship was built by the Garden Reach Shipbuilders and Engineers Limited (GRSE). The “INLCU L57” is the seventh LCU Mark IV class warship.

 •The primary role of the warship, being transportation and deployment of main battle tanks, armoured vehicles, troops and equipment from ship to shore. The first ship of the Mark IV LCU Vessels INLCU L51 was commissioned into Indian Navy in March 2017.

3) ARCI & SCTIMST jointly develops biodegradable metal implants
•International Advanced Research Centre for Powder Metallurgy and New Materials (ARCI) and Sree Chitra Tirunal Institute of Medical Sciences and Technology (SCTIMST), Thiruvananthapuram have jointly developed new generation Iron-Manganese based alloys for biodegradable metal implants for use in humans.

 •The newly developed alloys are suitable for biodegradable stent and orthopaedic implant applications. Biodegradable materials like Fe, Magnesium(Mg), Zinc(Zn), and polymer participate in the healing process & gradually degrade by maintaining mechanical integrity.

 •Invivo and in-vitro studies are being planned by the team at Sri Chitra Tirunal Institute of Medical Sciences. The ARCI team has employed conventional melting and powder metallurgy techniques in the manufacturing of the new Fe-Mn based biodegradable alloys and stents with diameter- 2 millimetres (mm), Length- 12 mm and Wall thickness- 175 micrometres (µm).

4) CSIR-CMERI develops disinfection sprayers to combat COVID-19



•Two mobile indoor Disinfection Sprayer units namely Pneumatically Operated Mobile Indoor Disinfection (POMID), and Battery Powered Disinfectant Sprayer (BPDS) have been developed by the scientists at CSIR-Central Mechanical Engineering Research Institute (CMERI), Durgapur. The application of these units includes effective cleaning and disinfecting pathogenic micro-organism, especially in hospitals.

 •Periodic usage of disinfecting units POMID & BPDS will assist in minimizing the risk of transmitting coronavirus to people who accidentally come in contact with those surfaces. These units can be used in cleaning and disinfecting frequently touched surfaces like tables, doorknobs, light switches, handles, phones, keyboards, toilets, sinks, cardboards etc.

 •The disinfecting units POMID & BPDS comprises of a sprayer system which is designed with two-stage spraying units and separate storage tanks to clean and disinfect the indoor areas by the numbers of fixed and flexible nozzles set in the lower and upper tiers.

5) Rajesh Goel becomes new DG of NAREDCO
•Rajesh Goel becomes new director-general (DG) of the Realtors body National Real Estate Development Council (NAREDCO). Prior to this, he was serving as the chairman and managing director, Hindustan Prefab Ltd. He is a professional with over 37 years of experience in leading PSUs under the Ministry of Housing and Urban Affairs.

 6) India Post exhibits Special Postal Cover dedicated to Migrant Workers
•India Post has released a Special Postal Cover dedicated to the migrant workers with an objective of paying tribute to them. Five migrant workers were called upon from different sectors to release the Special Postal Cover which was released during an event at the Bicentennial Hall of the historic Mumbai GPO building. The release of Special Cover was an attempt made by India Post to keep the struggles and contributions of migrant workers, recorded in the history of India.

 •Among the five migrants, two workers were from the construction sector, one was a taxi driver, one was a jewelry craftsman, and one was a tailor. The programme was held by India Post to acknowledge the contribution of natives of other states in building Mumbai as the migrant workers are an integral part of the cityscape.

7) 73rd session of World Health Assembly held via video conferencing
•The 73rd session of World Health Assembly was held via video conferencing due to the COVID-19 pandemic. The 73rd session of the assembly featured the participation of the delegations from all WHO Member States and focused on a specific health agenda prepared by the Executive Board. During the session, India was represented by Union Health Minister Dr Harsh Vardhan. During the session, the minister highlighted the timely, graded and proactive steps taken by the Indian government towards COVID-19 management.

 •The World Health Assembly is the decision-making body of WHO. The World Health Assembly is responsible to determine the policies of the Organization, appoint the Director-General, supervise financial policies, and review and approve the proposed programme budget. It is held annually in Geneva, Switzerland.

8) Bundesliga becomes 1st major sports event to resume post COVID-19 lockdown
•The Bundesliga primary football league of Germany becomes the world’s first major sports event to resume after COVID-19 lockdown. The Bundesliga games began with empty stadium though the stadium had the capacity to hold more than 80,000 players. Bundesliga means “Federal League”.

 •The players are being tested twice a week. The teams participating in the games were kept under quarantine. The teams entered the ground at different times. The substitutes sat well apart during the matches.

📰 Are the United States and China entering a new Cold War?

Relations have taken a hit after the COVID-19 outbreak; experts say tensions are unlikely to ease in near future as mutual mistrust is building up

•Relations between the U.S. and China have plunged to a nadir in recent weeks. On May 15, President Donald Trump threatened to “cut off the whole relationship” with China over the COVID-19 pandemic, which originated in Wuhan. He had earlier called the coronavirus “Chinese virus” and threatened to seek compensation from China for the damages caused by the outbreak.

•China, sometimes through the state-run media, has hit back, calling Mr. Trump’s recent comments “lunacy”.

•The rising tensions between the two superpowers have prompted many experts to warn of a new Cold War. Hawks in the Trump administration openly push for a more aggressive approach towards Beijing.

•Relations between the two countries had started deteriorating well before the COVID-19 pandemic. In 2017, the Trump administration’s National Security Strategy called China as “a revisionist power” seeking “to erode American security and prosperity”.

•In September 2019, while responding to U.S. Assistant Secretary of State Christopher Ford’s comment that the American government was formulating a strategy to address potential “security challenges” by China, the Foreign Ministry in Beijing “urged” the U.S. “to abandon the Cold-War mentality”

The ‘Novikov telegram’

•COVID-19 appears to have aggravated the crisis. “Record high temperatures have been recorded in Sino-U.S. relations in recent years and the pandemic is no exception to this. Competition rules the relationship, and flexibility and mature handling are in short supply on both sides. Uncertainty prevails, whether it on the question of resolving trade problems, or on the maritime front in the East and South China Seas, on technology, or on mutual mud-slinging on COVID-19-related issues,” Nirupama Menon Rao, former Foreign Secretary, told The Hindu .

•In early April, China’s Ministry of State Security sent an internal report to the country’s top leaders, stating that hostility in the wake of the COVID-19 outbreak could tip relations with the U.S. into confrontation, according to a Reuters report. One of the officials the report has quoted said some in the Chinese intelligence community see the internal report as China’s version of the ‘Novikov Telegram’, referring to a report Nikolai Novikov, the Soviet Ambassador in Washington, sent to Moscow in September 1946, laying out his analysis of the U.S. conduct.

•In his report, Novikov had said the U.S. was determined on world domination, and suggested the Soviet Union create a buffer in Eastern Europe. Novikov’s telegram was a response to the “Long Telegram”, the 8,000-word report sent by George Kennan, an official at the U.S. Embassy in Moscow, to Washington, in which he said the Soviet Union was heavily armed and determined to spread communism. Historians often trace the origins of the Cold War to these telegrams.

Nationalist overdrive

•So where is the current crisis in relations between the U.S. and China headed? According to Ms. Rao, tensions will not go away. “This situation is unlikely to ease until the U.S. presidential election. Post-election, temperatures could decrease, but a deep-rooted antipathy towards China has gripped the popular and political imagination in the U.S. Therefore, tensions will not go away. In China, the leadership and public opinion are both on a nationalist overdrive and the Trump administration is seen as the prime antagonist. The prognosis is not encouraging,” she said.

•Does it mean both countries are already in a Cold War? “There are similarities between the current crisis and the Cold War. The political elites of both China and the U.S., like the Soviet Union and the U.S. back then, see each other as their main rivals. We can also see this antagonism moving from the political elite to the popular perception,” said Jabin T. Jacob, Associate Professor at Shiv Nadar University.

•“But there are key differences as well. We don’t see the kind of proxy conflicts between the U.S. and China which we did during the Cold War. The world is also not bipolar any more. There are third parties such as the EU, Russia, India and Japan. These parties increasingly have a choice whether or not to align with either power as they see fit and on a case by case basis. This leads to a very different kind of international order than during the Cold War,” Mr. Jacob told The Hindu .

•But Mr. Jacob warned that ties between the U.S. and China could take a worse turn if Mr. Trump is re-elected this November. “The Cold War was out and out ideological between the communist and capitalist blocs. For China, a country ruled by a communist party where the primary goal of all state apparatus is preserving the regime in power, it’s always been ideological. The U.S. has started realising this angle about China now. The Republican party has ideological worldviews, too. If Trump gets re-elected, the ideological underpinnings of the U.S.-China rivalry could get further solidified.”

1) World Telecommunication and Information Society Day: 17th May
•World Telecommunication and Information Society Day is observed globally on 17th May every year. The main aim to celebrates the World Telecommunication and Information Society Day (WTISD) is to help raise awareness of the possibilities that the use of the Internet and other information and communication technologies (ICT) can bring to societies and economies.

 •The theme of World Telecommunication and Information Society Day of 2020: “Connect 2030: ICTs for the Sustainable Development Goals (SDGs)”

2) World Hypertension Day observed globally on 17th May
•World Hypertension Day is observed globally on 17th May every year. The main aim of celebrates the day is to promote public awareness of increasing high blood pressure (BP) and to encourage citizens of all countries to prevent and control this silent killer. The day was celebrated for the 1st time in May 2005. World Hypertension Day (WHD) is an initiative of the World Hypertension League (WHL), an affiliated section of the International Society of Hypertension.

 •The theme for World Hypertension Day 2020: Measure Your Blood Pressure, Control It, Live Longer. The theme focuses on increasing high blood pressure (BP) awareness in all populations around the world.

 •The WHL has announced that it will postpone the celebration of World Hypertension Day (WHD) 2020 until October 17, 2020, due to global COVID-19 pandemic.

3) International Museum Day celebrated on 18 May
•International Museum Day is celebrated every year on 18 May to raise awareness about the fact that, “Museums are an important means of cultural exchange, enrichment of cultures and development of mutual understanding, cooperation and peace among peoples.” The International Museum Day 2020 was celebrated with the theme “Museums for Equality: Diversity and Inclusion”.

 •International Museum Day was celebrated for the first time 40 years ago. The day is being celebrated all around the world and also features the participation of more and more museums from the worldwide.

4) NDMA develops dashboard “National Migrant Information System”
•An online dashboard “National Migrant Information System (NMIS)” has been developed by the National Disaster Management Authority (NDMA). The dashboard has been developed by NDMA to secure information regarding the movement of migrants and to facilitate the smooth movement of stranded persons across States.

 •A central repository on migrant workers would be maintained by the dashboard NMIS. It will also support in speedy inter-State communication/co-ordination to facilitate the smooth movement of migrant workers to their native places. It also comprises of additional advantages such as contact tracing, which may be beneficial in the overall COVID-19 response work. With the help of the data integrated in the dashboard, the states will be able to visualize how many people are going out from where and how many are reaching their destination States.

5) Defence Testing Infrastructure scheme approved by Defence Minister



•A Defence Testing Infrastructure Scheme (DTIS) has been approved by the Defence Minister Rajnath Singh. The scheme with an outlay of Rs 400 crore, has been approved to offer private sector defence and aerospace companies affordable facilities to test as well as validate the weaponry designed by them. The DTIS scheme has been approved to promote indigenous defence capability, specifically amongst micro, small and medium enterprises (MSMEs) and start-ups. Under this scheme, the private sector will also have access to facilities such as sophisticated and costly testing facilities for firearms, ammunition, electronics and radar at government expense.

 •The Defence Testing Infrastructure Scheme intends to set up Greenfield Defence Testing Infrastructure as a common facility in Defence Industrial Corridors (DICs), under the private sector with government assistance. The scheme will run for 5 years and envisages the setting up of six to eight test facilities in partnership with private industry.

6) Benjamin Netanyahu secures 5th term as Israeli Prime Minister
•Prime Minister Benjamin Netanyahu has won the Israeli national election, securing a record fifth term in office, after a controversial power-sharing deal with rival-turned-partner Benny Gantz. President Reuven Rivlin officially granted Netanyahu, two-week mandate to form his government, following which, Netanyahu announced the formation of his coalition government on 17 May 2020.

 Under the three-year coalition deal:

 •Netanyahu will serve as Prime Minister for the coming 18 months, which would keep him in power until November 13, 2021.

 •Till then Benny Gantz will serve as the Defence Minister of the country.

 •After 18 months, both of them will swap their roles and Netanyahu will become Defence Minister while Gantz will be the new Prime Minister.

7) NRAI tie-up with DotPe to build tech platform
•National Restaurants Association of India (NRAI) has partnered with fintech start-up DotPe to build its own tech platform. This platform enables them with online payments for digital ordering, bill settlements, and contactless dining. DotPe will provide us with a tech solution.

 •NRAI is the apex body of the Food and Beverage Industry in India. This partnership would directly take on existing food-tech aggregators, Zomato and Swiggy. NRAI represents over five lakh restaurant businesses. It is also looking for different delivery and logistics companies. It is also exploring synergies with social media platforms such as WhatsApp, Facebook, and Instagram to provide and ordering facilities and visibility for restaurant partners who could potentially be its members.

8) HDFC’s Zubair Iqbal becomes new MD of J&K Bank
•Senior vice president of HDFC Bank, Zubair Iqbal has appointed as new managing director of Jammu and Kashmir Bank by Jammu and Kashmir Government. Iqbal will have a three-year tenure.

 •RK Chibber, who currently holds the position of Chairman and Managing Director (CMD) of J&K Bank, will continue to serve as the Chairman of the bank for the next three years. The appointments are based upon the continuous directions by the Reserve Bank of India (RBI) to separate the positions of Chairman and Managing Director for better governance.

9) A Book titled “Wuhan Diary: Dispatches from a Quarantined City” authored by Fang Fang
•The book called “Wuhan Diary: Dispatches from a Quarantined City” authored by Chinese literary writer Fang Fang. This book is a compilation of online diary entries and social media posts that document 60 days of lockdown during COVID-19. The book was published by HarperNonFiction.

 •On January 25, 2020, after the Chinese central government imposed a lockdown in Wuhan, Fang Fang began publishing an online diary. In the following days & weeks, author’s nightly postings gave voice to the fears, frustrations, anger, and hope of millions of her fellow citizens, which reflects the psychological impact of forced isolation, the role of the internet as both community lifeline and source of misinformation, and the lives of neighbours and friends taken by the deadly virus.
