1) 82nd Raising Day of Central Reserve Police Force
•The 82nd Raising Day of Central Reserve Police Force was observed on 27 July 2020. The CRPF was founded as Crown Representative’s Police on July 27, 1939 and became the Central Reserve Police Force (CRPF) on the enactment of the CRPF Act on December 28, 1949. CRPF has the mandate to secure internal security scenario and is at the forefront to keep our nation safe.

 •The first battalion of the force was raised on July 27, 1939, as the Crown Representative’s Police (CRP) under the British in Neemuch town of Madhya Pradesh.

2) DST launches programme for India-Russia S & T cooperation
•The India-Russia Joint Technology Assessment and Accelerated Commercialization Programme has been launched by the Department of Science and Technology (DST) in partnership with the Federation of Indian Chambers of Commerce and Industry (FICCI) and Foundation for Assistance to Small Innovative Enterprises (FASIE) of the Russian Federation. The programme will strengthen the Science, Technology and Innovation ties between India and Russia. DST will fund up to Rs 15 Crores to 10 Indian SMEs/Start-ups for a period of two years.

 •The programme has been launched with the primary aim of connecting Indian, and Russian Science & Technology (S&T) led SMEs and Start-ups for joint Research and development (R&D) for technology development as well as for cross-country technology adaptation. The programme will accept the applications under two broad categories namely: Joint Partnership Projects and Technology Transfer/Adaptation.

3) GoI grants medical assistance worth about USD 1Mn to DPRK
•Government of India has extended medical assistance worth about USD 1 million in the form of anti-tuberculosis medicines to North Korea. The medical assistance was extended in response to a request received from the World Health Organisation (WHO) and was granted under the aegis of an ongoing WHO anti-tuberculosis programme in the Democratic People’s Republic of Korea (DPRK).

 •The consignment of anti-tuberculosis medicines was handed over by Indian Ambassador to DPRK Atul Malhari Gotsurve to DPRK authorities in the presence of a WHO representative.

4) J&K LG announces launch of ‘Macadamisation Program’
•Lieutenant Governor, Girish Chandra Murmu has announced the launch of a ‘Macadamisation Program’ for the improvement of roads across Jammu and Kashmir. Murmu has approved a program for 100 percent Macadamisation of all roads in the Union Territory including 11,000 km of fair-weather roads.

 •Meanwhile, Lieutenant Governor also announced a release of Rs 200 Crores to the Public Works Department as the first tranche so that the Macadamisation work on priority roads can commence. The prioritization criteria will include when a road was last macadamized, whether it was part of the grievances presented before Lieutenant Governor during his outreach tours, the present quality of the road and other similar factors.

5) Delhi government launches portal “Rozgar Bazar”
•Delhi government has launched the portal named as “Rozgar Bazar”, a sort of marketplace for job seekers and the people recruiters. The portal will proved to be a boon for the employers as well as the job seekers. The recruiters can visit the website and update their requirements, similarly job seekers are also required to visit the portal and update their qualification, experience and requirement.

 •The “Rozgar Bazar” portal is an effort of the Delhi Government to revive the lockdown-hit economy of Delhi. There are many people who want jobs and there are traders, businessmen, professionals, contractors who are not getting the right person for their work. This portal will fill the gap by bringing them together on one platform.

6) President Kovind appoints Anandiben Patel as the Governor of MP



•President of India, Ram Nath Kovind has appointed the Governor of Uttar Pradesh Anandiben Patel to discharge the functions of the Governor of Madhya Pradesh. This development comes after MP Governor Lalji Tandon passed away. The power conferred by Articles 155 and 160 of the Constitution was exercised by the President.

 •Earlier on June 28, Patel was given the additional charge of Madhya Pradesh during the absence on leave of Governor Lalji Tandon. She has served as the former Chief Minister of Gujarat, she was the first female chief minister of the state.

7) Vice Admiral MA Hampiholi assumes Charge as commandant of INA
•Vice Admiral MA Hampiholi, AVSM, NM has assumed charge as the Commandant, Indian Naval Academy (INA). He has replaced the Vice Admiral Dinesh K Tripathi, AVSM, NM who served as the Commandant, Indian Naval Academy (INA) from 12 June 2019 to 27 July 2020.

 •Vice Admiral MA Hampiholi is an alumnus of the National Defence Academy, Khadakvasala, Defence Services Staff College, Wellington, the erstwhile College of Naval warfare, Karanja and the prestigious National Defence College, New Delhi.

8) RBI signs $400 mn currency swap with Sri Lanka
•The Reserve Bank of India (RBI) has signed an agreement for extending a $400-million currency swap facility to Sri Lanka. This currency swap is used to boost the foreign reserves and ensure the financial stability of the country, which is badly hit by the COVID-19 pandemic. The currency swap arrangement will remain available till November 2022. Sri Lanka was set to enter into an agreement with the RBI for a currency swap worth $400 million under the South Asian Association for Regional Cooperation (SAARC) framework.

9) Kala Narayanasamy honoured with President’s Award in Singapore
•Indian-origin nurse, Kala Narayanasamy in Singapore has conferred with the President’s Award for Nurses for serving on the frontline during the COVID-19 pandemic, who was among the five nurses (Tay Yee Kian, Patricia Yong Yueh Li, Alice Chua Foong Sin, Chin Soh Mun).

10) Electric potter wheels distributed under “Kumhar Sashaktikaran Yojana”
•Under the “Kumhar Sashaktikaran Yojana” of the Khadi and Village Industries Commission (KVIC), Union Home Minister Amit Shah distributed 100 electric potter wheels to 100 trained artisans in Gandhinagar, Gujarat. The step was an effort to empower and associate the marginalized potters’ community.

 •During the distribution of electric potter wheels, the minister assured the potters stating the arrangements made to help potters to sell their products, including tie-up with the Railways and proper marketing channels.

11) Haryana to host 2021 Khelo India Youth Games
•Haryana will host the 4th edition of the Khelo India Youth Games after the 2021 Tokyo Olympics. The announcement was made by the state’s chief minister Manohar Lal Khattar and Union sports minister Kiren Rijiju via video conference. The Games will be held in Panchkula.

 •Haryana has done well in all three editions of KIYG. While they came second in both 2019 and 2020 editions (200 medals in 2020 and 159 medals in 2019) Haryana won it in 2018 with 102 podium finishes (38 gold, 26 silver, 38 bronze).

12) Indian team’s 2018 Asian Games silver medal upgraded to gold
•The silver medal of the Indian 4×400 mixed relay team’s 2018 Asian Games, Jakarta has been upgraded to gold. The medal was upgraded to gold following the disqualification of Bahrain squad that finished first in the 4×400 mixed relay final. The Bahrain squad was disqualified as Kemi Adekoya of Bahrain has been handed a 4-year ban by the Athletics Integrity Unit for failing a dope test.

 •Hence, the Indian quartet of Mohammed Anas, M.R. Poovamma, Hima Das and Arokia Rajiv, who finished second behind Bahrain in the 4×400 mixed relay final have now become the first winner of the event. Also. Indian runner Anu Raghavan has moved from fourth place to bronze medal position in the women’s 400 m hurdles following the disqualification of Kemi Adekoya of Bahrain.

📰 A Governor’s test

Governors should not act at the behestof the party ruling at the Centre

•Rajasthan Governor Kalraj Mishra could have sought a floor test in the State Assembly to ensure that the government of Chief Minister Ashok Gehlot has a majority, as soon as a rebellion in the ruling Congress cast a shadow on it. Far from that, Mr. Mishra now appears to be bending over backwards to delay a trust vote. The Governor has cited six reasons for his procrastination in calling an Assembly session. But the Supreme Court has settled that the Governor has no discretionary powers in summoning a session of the Assembly, and he or she is bound to act according to the aid and advice of the CM and the Council of Ministers. The Governor can require the CM and the Council of Ministers to seek a trust vote if he or she has reasons to believe that they have lost the confidence of the Assembly. Either way, the only appropriate way forward for Mr. Mishra is to convene the session and allow the democratic process to take its course. Now that the State cabinet has reiterated its demand for a session, specifying a date and an agenda as demanded by the Governor, he should not look for more excuses and bring embarrassment to the high office he holds.

•The CM has said the Governor is acting under pressure from the Centre, as he took the battle to the streets. Congress MLAs supporting the CM held a dharna at the Governor’s residence, and a public protest is to be held on Monday. It is instructive to compare Mr. Mishra’s conduct with that of Lalji Tandon, the former Governor of Madhya Pradesh, when similar sabotage brought down the Congress government led by Kamal Nath in March. Mr. Nath had said Congress MLAs were held captive, and the voting could be vitiated, but the Governor declared that the failure to take an immediate floor test would be presumed as a lack of majority. Mr. Mishra wants to ensure that all MLAs are free to move around before a session could take place, though there is no public knowledge of anyone complaining to him being restrained. He requires the government to take into consideration the spread of the novel coronavirus, but in Madhya Pradesh, the reasoning was the opposite — the Governor did not want any delay on account of the pandemic. These arguments of two Governors four months apart in two States certainly appear contradictory, but also partisan in favour of the Bharatiya Janata Party. The BJP’s imprint is unmistakable in the crisis in Rajasthan, its denial apart. The Raj Bhavan should not be a tool of the BJP to dislodge and install governments as and when it wants. Mr. Mishra too has a test to pass, of constitutional morality.
