📰 ‘Right to sit’: TN tables Bill mandating establishments to provide seating for employees

•In a move that would benefit thousands of employees of large and small establishments, particularly those working in textile and jewellery showrooms, the Tamil Nadu government on Monday tabled a Bill in the Legislative Assembly making it mandatory for establishments to provide seating facilities for employees.

•The Bill introduced by Labour Welfare Minister and Skill Development C.V. Ganesan sought to amend the Tamil Nadu Shops and Establishments Act, 1947 by adding a sub section to mandatorily provide seating facilities for the staff.

•The proposed Section 22-A to the Act reads: “The premises of every establishment shall have suitable seating arrangements for all employees so that they may take advantage of any opportunity to sit which may occur in the course of their work and thereby avoid ‘on their toes’ situation throughout the working hours.”

•The Bill said that persons employed in shops and establishments in the State “are made to stand throughout their duty time” resulting in varied health issues.

•“Considering the plight of the employees who are on their toes throughout their duty time, it is felt necessary to provide seating facility to all the employees of the shops and establishments,” it said.

•The subject of providing seating facility to the employees was placed in the State Labour Advisory Board Meeting held on September 4, 2019 and was unanimously approved by the members of the Board.

•A few years ago, workers of textile showrooms in Kerala had gone on a protest demanding the ‘Right to Sit’, prompting the government there to amend the Kerala Shops and Establishments Act in 2018 to provide seating arrangements for them.

e-Shram Portal - Securing labour

08:08

 Why in news?

The Centre recently launched the e-Shram portal to create a national Aadhaar-seeded database of unorganised workers.

What is the e-Shram portal?

  • The portal is expected to create a unified database for unorganised workers to help them access various benefits of central and state government welfare schemes.
  • Unorganised workers form over 80% of the workforce - self-employed, migrant and MSME workers.
  • The aim is to register 38 crore unorganised workers.

  • It will cover construction labourers, migrant workforce, street vendors and domestic workers, among others.
  • Workers can register on the portal with the help of Aadhaar and bank account details.
  • They will be issued an e-Shram card containing a 12-digit unique number.
  • Registered workers will be eligible for Rs 2 Lakh on death or permanent disability and Rs 1 lakh on partial disability.
  • The registration on the portal will be coordinated by the Labour Ministry, state governments, trade unions and Common Service Centres.

How does it help?

  • Under the Unorganised Workers’ Social Security Act, 2008, a similar attempt was made. But it resulted in the registration of just 120 million workers.
  • But the digitisation under this portal will now help in targeting income transfers better and in including the workers in other social security schemes.
  • E.g., pension, provident fund, deposit linked insurance, maternity and accident benefits as spelt out in the Social Security Code, 2020.
  • However, the Code does not spell out how this will be financed.

How significant is registering unorganised workers?

  • At present, unorganised workers are registered under different welfare boards, or not at all.
  • In the absence of any central register, migrant workers often do not receive the benefits.
  • Of the 50 million workforce of construction workers, at least 15 million are not registered.
  • Of the 35 million or more registered, about 40% are not active.
  • Events such as Covid-19 require reaching out to the unprotected workforce.
  • Clearly, an electronic registration system that can be accessed anywhere is the need of the hour.

What should be done?

Understanding the Foreign Policy doctrine of Biden Era

08:05

Why in news?

The end of Afghanistan War has led to a new foreign policy doctrine for the Biden era

What are the components of the doctrine?

  • Focus on China and Russia - containing China and Russia will be the focus of US foreign policy under him
  • Cyber security -It is a new mode of warfare and must be given prime attention
  • America’s counter-terrorism project – It will be pursued through “over the horizon” capabilities, meaning satellites and unmanned drones, will be the predominant instruments
  • Purpose of external military deployment - nation-making or democracy-building will not be the purpose. It will be strictly limited to security
  • Security - Security will not include counter-insurgency, meaning long-term military involvement in a civil war
  • Key drivers of foreign policy - democracy and human rights will continue to be key drivers of foreign policy, but economic tools and diplomacy will be the main methods for achieving such goals

What are the critics pointing out?

Crypto Banking and Decentralized Finance

19:00

 What is the issue?

The development of Bitcoin and other cryptocurrencies in a little over a decade has spawned a parallel universe of alternative financial services. Here is a look at them.

What do crypto businesses offer?

  • Generally, lending and borrowing.
  • Earn interest on holdings of digital currencies, often a lot more than on cash deposits in a bank.
  • Borrow with crypto as collateral to back a loan. Crypto loans generally involve no credit checks as transactions are backed by digital assets.
  • E.g., In a BlockFi interest account, depositors can earn a yield 100 times higher than on average bank accounts.
  • [BlockFi is a secured non-bank lender that offers cryptoasset-backed loans to cryptoasset owners.]

📰 True mettle: On India’s parathletes

India needs to develop infrastructure and improve access for differently-abled athletes

•India saw another fortnight of good tidings in sports from Tokyo. Close on the heels of the recent Olympics there, in which India claimed an overall tally of seven medals inclusive of a lone gold, the country’s differently-abled athletes extended this tale of excellence into the Paralympic Games. The quadrennial event, which concluded at the Japanese capital on Sunday, witnessed an exemplary show by these athletes representing 2.2% of India’s population, who are differently-abled. India finished 24th in the table with 19 medals that featured five golds, eight silvers and six bronzes. This was India’s finest outing at the Paralympics and eclipsed the previous best of four medals at the Rio de Janeiro edition in 2016. In a nation where sporting culture is sacrificed at the altar of academic excellence, any news about success on the turf has to be treated as a system-altering result. The challenges for the differently-abled are tougher, considering the body’s limitations that these athletes first cope with through sheer willpower, and then there is the secondary task of overcoming society’s innate scepticism. A simple access-audit of India’s urban buildings would reveal how even a ramp essential for the differently-abled is either missing or added as an after-thought. In 2016, an audit initiated by government agencies did not find a single building that was completely accessible to the differently-abled.

•Seen in that context, what India’s paralympic contingent achieved is mind-boggling. This was a leap of faith mounted on endless hours at grounds and inside gymnasiums while sharpening muscle-memory. The Indian contingent reflected life’s vicissitudes with athletes having personal stories steeped in tragedy: accidents, polio-afflictions or genetic issues. Yet, they strove towards excellence with an effervescent smile in place. Be it athletics, where javelin throwers are the toast of the month, or badminton or shooting, India had its moments of splendour. The five gold medallists — Sumit Antil, Pramod Bhagat, Krishna Nagar, Manish Narwal and Avani Lekhara — led from the front, and the last named 19-year-old shooter also won a bronze. India drew a blank in shooting at the preceding Olympics, but the differently-abled added five medals. The coaches, the Paralympic Committee of India and Sports Ministry played their parts while India excelled in a championship held in the shadow of a pandemic. Since its first medal at the 1972 Paralympics, India was a marginal presence until now. A reflexive-rewards exercise is on from various governments, and the corporate sector. If a percentage of those riches are allocated to improve sports infrastructure for the differently-abled, India will have more reasons for cheer in the coming years.
