Legislative privileges - Law and Lawmakers

 Why in news?

The Supreme Court has said that the legislative privileges available to the members of a House could not extend to immunity from application of criminal law.

What is the case about?

  • The Supreme Court dismissed Kerala government’s petition challenging the March, 2021 order of the state High Court.
  • The HC had upheld a trial court decision to reject the request to withdraw the prosecution of six Left Democratic Front (LDF) MLA’s.
  • They were booked under IPC and Prevention of Damage to Public Property Act 1984.
  • This was for alleged acts of vandalism inside the Assembly during budget presentation by the erstwhile UDF (United Democratic Front) regime in March 2015.
  • Their action resulted in destruction or damage to some items, amounting to a loss of Rs. 2.20 lakh.

1)  World Ranger Day: 31 July

•World Ranger Day is observed every year on 31 July to commemorate the Rangers killed or injured while on duty and to celebrate the work that Rangers do to protect the world’s natural and cultural heritage. World Ranger Day offers a chance to support their vital work, which ranges from environmental campaigning to education. The day is also an opportunity to pay tribute to rangers who have lost their lives in the line of duty.


•A Ranger is a person tasked with preserving and protecting parklands and natural protected areas. A Ranger typically refers to a forest ranger or a park ranger. It was on this day in 1992 that International Ranger Federation (IRF) was founded. World Ranger Day was created by the International Ranger Federation and was first held in 2007.


2)  36th edition of CORPAT between India and Indonesia begins

•The 36th edition of CORPAT between India and Indonesia is being held on 30 and 31 July 2021, in the Indian Ocean region. The Indian Naval Ship (INS) Saryu, an indigenously built Offshore Patrol Vessel and Indonesian Naval Ship KRI Bung Tomo is undertaking coordinated patrol (CORPAT).


•Besides this, Maritime Patrol Aircraft from both nations are also participating. The exercise is being conducted as a ‘non-contact, at sea only’ exercise in view of the COVID-19 pandemic. India and Indonesia have been conducting the Coordinated Patrols along the International Maritime Boundary Line (IMBL) since 2002 twice a year.


3)  14 Tiger Reserves of India get (CA|TS) Recognition

•From India, 14 tiger reserves have received the accreditation of the Global Conservation Assured Tiger Standards (CA|TS), on the occasion of International Tiger Day on July 29, 2021. The National Tiger Conservation Authority (NTCA) recognized the ‘BaghRakshaks’ for their efforts in protecting Tigers and forests. The NTCA’s quarterly newsletter STRIPES was also released during the event.


The 14 tiger reserves of India that have received prestigious global accreditation from CA|TS are:


•Mudumalai and Anamalai Tiger Reserves, Tamil Nadu

•Bandipur Tiger Reserve, Karnataka

•Parambikulam Tiger Reserve, Kerala

•Sunderbans Tiger Reserve, West Bengal

•Dudhwa Tiger Reserve, Uttar Pradesh

•Valmiki Tiger Reserve, Bihar

•Pench Tiger Reserve, Maharashtra

•Satpura, Kanha and Panna Tiger Reserves, Madhya Pradesh


Conservation Assured | Tiger Standards (CA|TS)


•CA|TS has been agreed upon as an accreditation tool by the global coalition of Tiger Range Countries (TRCs) and has been developed by tiger and protected area experts.

•Officially launched in 2013, it sets minimum standards for effective management of target species and encourages the assessment of these standards in relevant conservation areas.

•CA|TS is a set of criteria that allows tiger sites to check if their management will lead to successful tiger conservation.

•The Global Tiger Forum (GTF), an international NGO working on tiger conservation, and World Wildlife Fund India are the two implementing partners of the National Tiger Conservation Authority for CATS assessment in India.


4)  Rajasthan Government launches ‘Mission Niryatak Bano’

•The Rajasthan government’s industries department and the Rajasthan State Industrial Development and Investment Corporation (RIICO) have launched the ‘Mission Niryatak Bano’ campaign to promote aspiring exporters in the state. The campaign is aimed at registering and handholding the local traders willing to expand their business to foreign countries, in six steps. This shall cover assistance from training, securing necessary documentation, registration in Rajasthan Export Promotion Council and even support in exports and trade operations.


•The state government in consideration of the challenges of small businesses had waived off the need for several state-level clearances for the initial three years of upcoming businesses. The exporter assistance campaign shall be another step in helping the local business develop understanding towards the procedures and increase their business.


5)  Bharat BillPay appoints PayU’s Noopur Chaturvedi as new CEO

•Bharat Bill Payment System has appointed former PayU and Airtel Payments Bank executive Noopur Chaturvedi as its new chief executive officer. Chaturvedi, prior to this appointment, was the country head for small and medium businesses at PayU. In a career spanning nearly two decades, she has worked with Airtel Payments Bank, Samsung, ING Vysya Bank and Citibank in various senior roles.


6)  Asha Bhosle to get prestigious Maharashtra Bhushan award 2021

•The Maharashtra Bhushan Selection Committee chaired by Chief Minister Uddhav Thackeray has unanimously selected legendary playback singer Asha Bhosle for the prestigious award. Asha Bhosle is best known for her playback singing in Hindi cinema, although she has a wider repertoire. Bhosle’s career started in 1943 and has spanned over seven decades. She has done playback singing for over a thousand movies.


•Asha Bhosle was officially acknowledged by the Guinness Book of World Records as the most recorded artist in music history. The Government of India honoured her with the Dadasaheb Phalke Award in 2000 and the Padma Vibhushan in 2008. Bhosle is the sister of playback singer Lata Mangeshkar and belongs to the prominent Mangeshkar family.


7)  Graphic artist Anand Radhakrishnan wins prestigious Eisner award

•Graphic artist Anand Radhakrishnan has won the prestigious Will Eisner Comic Industry Award, considered the Oscars equivalent of the comics world. The Eisner Awards are given out annually and the award won by Radhakrishnan “Best Painter/Multimedia Artist (interior art)” recognises the creator of a graphic novel’s art and images.


•Radhakrishnan shares the award with UK-based colourist John Pearson. They won for their work on UK-based author Ram V’s 145-page graphic novel Blue In Green, published in October 2020 by Image Comics.

📰 Parliamentary proceedings | Govt. introduces Bill on insurance firms as Oppn. protests stall LS again

Members allege efforts to privatise insurance sector.

•Amid continuing protests by Opposition members on various issues, Lok Sabha proceedings were disrupted again on Friday.

•Amid the din, the government introduced the Commission for Air Quality Management in National Capital Region and Adjoining Areas Bill and the General Insurance Business (Nationalisation) Amendment Bill. However, a scheduled discussion on the COVID situation could not be held.

•The proceedings had just begun at 11 a.m. when Congress leader Adhir Ranjan Chowdhury said the party had been demanding a discussion on the “Pegasus” issue since the first day of the monsoon session, and then there were also other issues linked to farmers, COVID-19 and price rise. “We want discussion in the House... but the government should change its approach,” he said.

•The Speaker said Mr. Chowdhury could raise the matter after the Question Hour, during which several Opposition members kept shouting slogans.

No discussion on Pegasus

•Parliamentary Affairs Minister Pralhad Joshi later intervened to make an appeal to the protesting members. Stating that the IT Minister, Ashwini Vaishnav, had already given a detailed statement on the “Pegasus” matter in both the Houses, he said they were raising a non-issue, due to which Parliament had not been functioning properly for the past seven to eight days. He said the government did not want to pass any Bills without a discussion.

•“...there are many issues which are directly related to the poor people of India. Let them raise the issue and give suggestions. The government is ready for a discussion, but most unfortunately, they are not allowing the Parliament to run. The Question Hour is the right of the Members. More than 350 members want the Question Hour to run. In spite of that, it is unfortunate if they behave like this...,” he said.

•However, as the sloganeering continued, the House was adjourned till noon.

•Thereafter, Environment Minister Bhupender Yadav and Finance Minister Nirmala Sitharaman sought the leave of the House to introduce the Commission for Air Quality Management in National Capital Region and Adjoining Areas Bill and the General Insurance Business (Nationalisation) Amendment Bill.

Opposition to the Bill

•Member N.K. Premachandran strongly opposed the Insurance Bill, stating that it would lead to total privatisation of the general insurance companies. He said the bill was vague, indefinite, ambiguous and not in consonance with the original Act. He urged the government to withdraw the bill, defer it as the House was not in order.

•Members Kodikunnil Suresh and Member Santokh Singh Chaudhary also opposed the introduction of Insurance Bill.

•In her reply, Ms. Sitharaman said: “Yes, I also wish that the House is in order. Yes, I also wish that the House discusses this Bill. I also wish that the Members, understanding the importance of a Bill of this nature also participate in the debate... However, I still like to say that the apprehensions mentioned by the Members are not well founded at all.”

•She said through the Bill, the government was bringing in some provisions to enable the common citizens’ participation in the general insurance companies. “Our markets can raise money from the retail participants who are Indian citizens. Through that, we can have greater supply of money, bring in greater inclusion of technology and also enable faster growth of such general insurance companies in India,” she said.

•Following an approval from the House, both the Bills were introduced by the Ministers. Then, around 12-15 p.m., the House was then adjourned for the day.
